Adoption du Programme Local de l'Habitat 2020-2025

La Communauté d'Agglomération de Centre Littoral a adopté son deuxième Programme Local de l'Habitat (PLH) pour la période 2020-2025.

Le Processus d'élaboration de ce document a été entrepris en 2017 à la suite du premier PLH (2011-2017). Celui-ci vient en complément du nouveau Schéma de Cohérence Territoriale (SCoT), en cours d'adoption.

Le PLH n°2 affirme le rôle de de gouvernance de la CACL dans la programmation de la politique locale de l'habitat.

Il a pour ambition de répondre à trois problématiques rencontrées sur le territoire de l'Agglo :

- Une protection de logements neufs erratiques ne répondant pas encore aux besoins des ménages;
- un parc privé ne favorisant pas l'accession à la propriété et caractérisé par la problématique d'habitat spontané et indigné;
- un parc social inégalement réparti sur le territoire et en partie inadapté aux besoins des ménages.

Ces enjeux seront traités à travers plusieurs axes forts ayant pour objectifs de :

- Faciliter les parcours résidentiels en développant une offre de logement plus diversifiée;
- prévenir et traiter les différentes formes d'habitat spontané;
- développer une offre d'habitat adaptée pour répondre aux besoins des personnes à tous les âges de la vie;
étudier l'opportunité de prendre la délégation de l'aide à la pierre par convention avec l'État.

Le PLH prévoit, sur le territoire de l’Agglo, la construction de 2555 logements par an (soit un total de 15 325 d'ici 2025) : 1359 en logements aidés (locatif social et accession sociale) et 1196 en logements privés (locatifs et accession libres).

The Community of Agglomeration of Center Littoral adopted its second Local Housing Program (PLH) for the period 2020-2025.

The process for preparing this document was undertaken in 2017 following the first PLH (2011-2017). This is in addition to the new Territorial Coherence Scheme (SCoT), which is currently being adopted.

PLH n ° 2 affirms the governance role of the CACL in the programming of local housing policy.

Its ambition is to respond to three issues encountered in the Agglo region:

- Protection of erratic new housing that does not yet meet the needs of households;
- a private park that does not favor home ownership and is characterized by the problem of spontaneous and indignant housing;
- a social park unevenly distributed over the territory and partly unsuitable for household needs.

These issues will be addressed through several strong axes with the objectives of:

- Facilitate residential journeys by developing a more diversified housing offer;
- prevent and treat the various forms of spontaneous housing;
- develop a suitable housing offer to meet the needs of people at all ages;
study the advisability of taking the delegation of stone aid by agreement with the State.

The PLH provides, in the territory of Agglo, for the construction of 2555 housing units per year (a total of 15 325 by 2025): 1359 in subsidized housing (social rental and social accession) and 1196 in private housing ( rental and free accession).
