« Le recteur n’en fait qu’à sa tête ! »

« Lors du Conseil de l’Éducation Nationale du 17 février 2022, toutes les remarques, demandes, propositions émises par les différentes entités représentées ce jour ont essuyé l’ignorance et la non considération du recteur et de son équipe. Pour toute revendication, il y avait une excuse bien souvent non recevable.

Le recteur ne s’est pas caché de rappeler à plusieurs reprises que le CEN n’est qu’une assemblée consultative et non décisionnaire. C’est à se demander l’intérêt d’y participer si tout étant déjà acté, rien ne peut ni être modifié, ni amélioré, ni refusé. À savoir que le CEN est la seule instance qui regroupe tous les acteurs du milieu éducatif.

La question du calendrier scolaire proposé par le rectorat à fait état de longs échanges et débats car non adapté aux spécificités climatiques de notre territoire d’une part ; mais aussi par rapport aux périodes de vacances scolaires et à la durée des périodes de travail qui posaient quelques problèmes. Lors du vote du 17 février, 25 entités ont émis un avis défavorable sur le calendrier scolaire proposé par le rectorat, 6 se sont abstenues et 6 ont émis un avis favorable.

Dès lors, à la demande générale, le recteur a mis en place un groupe de travail pour proposer un nouveau calendrier scolaire pour cette rentrée 2022. Réunion qui s’est tenue le 24 février 2022 et dont est sortie une nouvelle proposition de calendrier. Nous avons donc été reconvoqué à un CEN extraordinaire le mercredi 9 mars 2022 afin de revoir le calendrier scolaire et de répondre aux questions diverses qui faute de temps n’avaient pas pu être traitées.

Le recteur a refusé ce jour de procéder à un vote car une seule et unique entité a émis un avis défavorable au calendrier travaillé le 24 février. Entité qui était présente durant le groupe de travail et qui n’a pas manifesté sa désapprobation du calendrier retenu en fin de séance. Nous déplorons leur manque de communication interne qui a rendue caduque le travail effectué en consensus.

Le CEN extraordinaire a duré 30 minutes ce mercredi 10 mars et a été rapidement clôturé suite à l’adoption du calendrier du rectorat, sans vote.

D’autre part, les questions diverses que nous voulions aborder sur : les constructions d’établissements scolaires pour la rentrée, la place des langues régionales au secondaire et l’ouverture des formations en fonction de la demande ; sont restées jusqu’à aujourd’hui sans réponses.

“During the National Education Council of February 17, 2022, all the remarks, requests, proposals made by the various entities represented that day suffered from the ignorance and disregard of the rector and his team. For any claim, there was an excuse often not admissible.

The rector made no secret of recalling on several occasions that the CEN is only a consultative assembly and not a decision-maker. It is to wonder the interest of participating if everything is already recorded, nothing can neither be modified, nor improved, nor refused. Namely that the CEN is the only body that brings together all the players in the educational environment.

The question of the school calendar proposed by the rectorate has reported long exchanges and debates because it is not adapted to the climatic specificities of our territory on the one hand; but also in relation to school vacation periods and the length of work periods, which posed some problems. During the vote on February 17, 25 entities issued an unfavorable opinion on the school calendar proposed by the rectorate, 6 abstained and 6 issued a favorable opinion.

Therefore, by popular demand, the rector set up a working group to propose a new school calendar for the start of the 2022 school year. Meeting which was held on February 24, 2022 and from which a new calendar proposal emerged. We were therefore called back to an extraordinary CEN on Wednesday March 9, 2022 in order to review the school calendar and answer the various questions which, for lack of time, could not be answered.

The rector refused today to proceed to a vote because a single entity issued an unfavorable opinion on the schedule worked on February 24. Entity which was present during the working group and which did not express its disapproval of the schedule adopted at the end of the session. We deplore their lack of internal communication which has rendered the work carried out by consensus obsolete.

The extraordinary CEN lasted 30 minutes on Wednesday March 10 and was quickly closed following the adoption of the rectorate's calendar, without a vote.

On the other hand, the various questions that we wanted to address on: the construction of schools for the start of the school year, the place of regional languages in secondary school and the opening of training courses according to demand; have remained unanswered to this day.
