Aides aux étudiants en formations sanitaires, sociales et médicales

La campagne 2023-2024 des demandes d’aide et de bourse destinées aux stagiaires et étudiants en formations sanitaires, sociales et médicales débutera le 4 septembre 2023 et se poursuivra jusqu’au 31 décembre 202, en ligne, sur la plateforme dédiée.

QUELLE AIDES ? POUR QUI ?

➢ LA BOURSE D’ETUDE SANITAIRE ET SOCIALE (BESS)
Il s’agit d’une bourse territoriale attribuée sur critères sociaux qui s’adresse aux étudiants :

• non éligibles à la bourse nationale du CROUS ;
• inscrits en formation initiale (pas de rupture de scolarité de plus d’un an) ;
• âgés de moins de 28 ans.

La formation doit être dispensée dans un institut de formation agréé par la CTG, et implanté en Guyane.
Les bénéficiaires du RSA, les demandeurs d’emploi, les salariés, les personnes en rupture dans leur scolarité et celles préparant un concours ne sont pas éligibles à ce dispositif. Les étudiants ayant reçu un avis défavorable pour seul motif « dépassement de barème selon les revenus de leurs parents » bénéficieront d’une aide territoriale (ATESS) d’un montant forfaitaire de 500€.

➢ L’AIDE TERRITORIALE POUR LES ETUDES SANITAIRES ET SOCIALES (ATESS)
L’aide territoriale de 500 à 3000€ est attribuée (sous conditions de ressources des parents) aux étudiants :

• inscrits en formation initiale dans un institut du secteur sanitaire et social, dans ou hors du département sans rupture de scolarité de plus d’un an ;
• âgés de moins de 28 ans.

Les bénéficiaires de la BESS ne sont pas éligibles à ce dispositif (possibilité de cumul avec la bourse nationale du CROUS).
➢ LE SOUTIEN AUX ETUDIANTS EN MEDECINE (SEM)
Il s’agit d’une aide financière sous conditions de ressources de 900 à 3500€ qui s’adresse aux
étudiants :
• ayant poursuivi leur cycle secondaire sur le territoire ;
• inscrits dans une filière médicale (médecine générale, odontologie, sage-femme, pharmacie) dans ou hors du département
• ayant le projet professionnel de revenir exercer en Guyane.

LES OBJECTIFS ?

À travers ces aides financières, la Collectivité territoriale de Guyane souhaite :

• encourager l’élévation du niveau de qualification des jeunes afin de leur permettre un meilleur positionnement sur le marché du travail local ;
• soutenir les étudiants dont le parcours et/ou la spécificité de formation correspondent aux besoins du territoire ;
• contribuer à l’excellence et à la réussite éducative des étudiants guyanais.

CALENDRIER 2023 -2024 :
La campagne d’inscription de déroulera du 4 septembre au 31 décembre 2023, sur la plateforme dédiée.
Les dossiers seront traités (sur critères sociaux) au cours d’une commission permanente.
Compte-tenu du nombre important de demandes, le traitement des dossiers s’articule en plusieurs sessions de ventilation (trois en moyenne chaque année), par ordre d’arrivée, après leur dépôt sur la plateforme dédiée (complétude exigée).

Pour rappel :
Ces dispositifs d’aide interviennent :

• après les différents dispositifs nationaux d'aides financières (notamment les bourses du CROUS et autres bourses régionales)
• en complément des efforts financiers supportés par les parents conformément aux dispositions des articles 203 et 371-2 du Code civil qui leur imposent d’assurer l’entretien de leurs enfants, même majeurs, tant que ces derniers ne sont pas en mesure de subvenir à leurs propres besoins
• après justification de l’inscription dans un institut de formation du secteur sanitaire, social ou médical.

The 2023-2024 campaign for aid and scholarship applications for trainees and students in health, social and medical training will begin on September 4, 2023 and will continue until December 31, 202, online, at the dedicated platform .

WHAT HELPS? FOR WHO?

➢ HEALTH AND SOCIAL SCHOLARSHIP (BESS)
This is a territorial scholarship awarded on social criteria for students:

• not eligible for the CROUS national scholarship;
• enrolled in initial training (no break from school for more than a year);
• under the age of 28.

The training must be provided in a training institute approved by the CTG, and located in French Guiana.
RSA beneficiaries, job seekers, employees, people with a break in their education and those preparing for a competition are not eligible for this system. Students who have received an unfavorable opinion for the sole reason of "exceeding the scale according to their parents' income" will benefit from territorial aid (ATES) for a lump sum of €500.

➢ TERRITORIAL AID FOR HEALTH AND SOCIAL STUDIES (ATESS)
Territorial aid of €500 to €3,000 is allocated (subject to the parents' resources) to students:

• registered in initial training in an institute of the health and social sector, in or outside the department without breaking school for more than one year;
• under the age of 28.

BESS beneficiaries are not eligible for this scheme (possibility of accumulation with the national CROUS scholarship).
➢ SUPPORT FOR MEDICAL STUDENTS (SEM)
This is means-tested financial aid of €900 to €3,500 for
students:
• having continued their secondary cycle in the territory;
• enrolled in a medical course (general medicine, odontology, midwifery, pharmacy) in or outside the department
• having the professional project to return to practice in Guyana.

THE OBJECTIVES?

Through this financial aid, the Territorial Collectivity of French Guiana wishes:

• encourage the raising of the level of qualification of young people in order to allow them a better positioning on the local labor market;
• support students whose background and/or training specificity correspond to the needs of the territory;
• contribute to the excellence and educational success of Guyanese students.

CALENDAR 2023 -2024:
The registration campaign will take place from September 4 to December 31, 2023, on dedicated platform.
The files will be treated (on social criteria) during a permanent commission.
Given the large number of requests, the processing of files is divided into several ventilation sessions (three on average each year), in order of arrival, after they have been submitted on the dedicated platform (completeness required).

As a reminder:
These aids intervene:

• after the various national financial aid schemes (including CROUS scholarships and other regional scholarships)
• in addition to the financial efforts made by the parents in accordance with the provisions of articles 203 and 371-2 of the Civil Code which require them to ensure the maintenance of their children, even adults, as long as they are unable to support themselves
• after proof of registration in a training institute in the health, social or medical sector.
