Lancement de l'évaluation de la Charte du Parc amazonien de Guyane

Les 6 et 7 octobre prochains, le Comité de Suivi et d’Evaluation (CSE) de la Charte du Parc amazonien de Guyane se réunira à Camopi. Cette mission, au sein même du parc national a pour objectif : l’élaboration de la feuille de route cadrant le processus d’évaluation de la Charte.

En effet, la Charte du Parc amazonien de Guyane, projet de territoire du Sud de la Guyane, partagé avec ses partenaires institutionnels, a été approuvée par décret le 30 octobre 2013. Elle doit maintenant être évaluée pour guider le Conseil d’Administration (CA) dans sa prise de décision concernant les suites à lui donner, après 12 années de mise en œuvre.

L’enjeu est de taille

Au terme de l’évaluation qui s’étalera jusqu’en 2025, le Conseil d’Administration devra alors délibérer sur le devenir de la Charte et statuer soit en faveur de sa continuité, de sa modification ou de sa révision.
Le CSE composé des membres du bureau du CA et de personnes qualifiées, mandaté par le CA pour piloter et suivre la démarche d’évaluation, doit donc au préalable préciser les objectifs, le contenu, l’organisation et le calendrier pour mener à bien le processus.
Ses travaux ont commencé en juin dernier, avec l’examen du diagnostic de territoire et ses évolutions. Ils se poursuivront donc en octobre à Camopi, pour arrêter un point essentiel à la feuille de route : les Questions Evaluatives. Questions centrales, elles vont guider l’évaluateur dans sa mission et constituent les questions prioritaires auxquelles l’évaluation devra répondre.

Un CSE dans chacune des communes concernées par le PaG

Organiser un CSE dans chacune des communes ayant adhéré à la Charte, est une volonté forte des administrateurs du Parc.
C’est d’abord une opportunité d’illustrer, de manière concrète, la formalisation du projet de territoire in situ. La tenue du CSE à Camopi a par exemple été adossée à la Journée de l’Abattis prévue le 7 octobre sur la place du fromager (Kumaka). Ensuite, c’est aussi une occasion privilégiée de partager les points de vue entre partenaires en matière de réalisations ou de questionnements sur les atouts ou le cas échéant les faiblesses de la mise en œuvre de la Charte.

On October 6 and 7, the Monitoring and Evaluation Committee (CSE) of the Charter of the Amazonian Park of Guyana will meet in Camopi. This mission, within the national park itself, aims to: develop the roadmap governing the Charter evaluation process.

Indeed, the Charter of the Amazonian Park of Guyana, a territorial project for the South of Guyana, shared with its institutional partners, was approved by decree on October 30, 2013. It must now be evaluated to guide the Board of Directors (CA) in its decision-making regarding the follow-up to be given, after 12 years of implementation.

The stakes are high

At the end of the evaluation which will last until 2025, the Board of Directors will then have to deliberate on the future of the Charter and decide either in favor of its continuity, of its modification or revision.
The CSE, composed of members of the CA office and qualified people, mandated by the CA to manage and monitor the evaluation process, must therefore first specify the objectives, content, organization and timetable for carrying out the process.
Its work began last June, with the examination of the territorial diagnosis and its developments. They will therefore continue in October in Camopi, to decide on an essential point on the roadmap: the Evaluative Questions. Central questions, they will guide the evaluator in his mission and constitute the priority questions to which the evaluation must answer.

A CSE in each of the municipalities concerned by the PaG

Organizing a CSE in each of the municipalities that have signed up to the Charter is a strong desire of the Park's administrators.
It is first of all an opportunity to illustrate, in a concrete way, the formalization of the territorial project in situ. The holding of the CSE in Camopi was, for example, backed by the Abattis Day scheduled for October 7 on the cheese maker's square (Kumaka). Then, it is also a privileged opportunity to share points of view between partners in terms of achievements or questions on the strengths or, where applicable, the weaknesses of the implementation of the Charter.
