Matoury et ARS : signature du Contrat Local de Santé 2ème Génération

Le Contrat Local de Santé (CLS) entre l’Agence Régionale de Santé de Guyane et la Ville de Matoury qui sera signé le 29 novembre 2019 est l’aboutissement entre la commune de Matoury et l’ARS de Guyane.

Première commune signataire d’un contrat local de santé, la Ville de Matoury confirme son engagement auprès de l’ARS afin de déployer des actions sur son territoire dans le domaine de la santé. Cet outil créé par la loi Hôpital, Patients, Santé et Territoires (loi HPST votée en 2009), vise à adapter les politiques nationales et régionales de santé aux spécificités des territoires. Il permet à l’Agence régionale de santé (ARS) de contractualiser avec une collectivité locale (ou un groupement de collectivités) un certain nombre d’actions ou de projets en matière de santé.

Conscients de l’inégalité territoriale dont souffre une part importante de sa population la collectivité municipale de Matoury a souhaité poursuivre ce dispositif d’Animation territoriale de Santé proposé par l’État. L’objectif principal est de réduire les inégalités territoriales et sociales de santé par le développement de politiques de prévention et de promotion de la santé adaptées aux spécificités du territoire matourien.

Le CLS, un outil pour faire face aux problématiques de santé sur Matoury : Le diagnostic du territoire a été partagé avec l’ARS de Guyane et présenté à l’ensemble des partenaires signataires, dont la Préfecture. Les priorités d’actions dégagées ont constitué la base de négociations avec l’ARS et, a permis l’identification des priorités à développer dans le Contrat Local de Santé 2ème génération.

Ainsi, il a été décidé de travailler sur 4 axes :
- Axe n°1 : Renforcer la coordination des acteurs pour fluidifier les parcours de santé
- Axe n°2 : Mobiliser les dispositifs de droit commun pour agir sur les déterminants de santé
- Axe n°3 : Renforcer le pouvoir d’agir des habitants sur leur santé
- Axe n°4 : Encourager les comportements favorables à la santé par une démarche globale de promotion de la santé

Un engagement triennal:

Le Contrat local de Santé est conclu pour une durée de trois ans, afin de privilégier une approche globale et concertée des problématiques de santé sur la commune de Matoury, des comités techniques thématiques, d’évaluation et de prospective permettront de suivre la réalisation des actions, d’identifier les éventuels blocages ou de discuter des nouvelles orientations.

Conscious of the territorial inequality of which a large part of its population suffers the municipal collectivity of Matoury wished to continue this device of Territorial Animation of Health proposed by the State. The main objective is to reduce the territorial and social inequalities of health by the development of prevention and health promotion policies adapted to the specificities of the Matourian territory.

The CLS, a tool for dealing with health issues in Matoury: The diagnosis of the territory was shared with the French Guiana ARS and presented to all the signatory partners, including the Préfecture. The action priorities identified formed the basis for negotiations with the LRA and enabled the identification of priorities to be developed in the 2nd generation Local Health Contract.

Thus, it was decided to work on 4 themes:
- Theme n° 1: Strengthen the coordination of actors to streamline health care
- Theme n ° 2: Mobilize common law mechanisms to act on the determinants of health
- Theme n ° 3: Strengthen inhabitants' power to act on their health
- Theme n° 4: Encourage healthy behaviors through a holistic approach to health promotion

A three-year commitment:

The Local Health Contract is concluded for a period of three years, in order to favor a global and concerted approach to health issues in the town of Matoury, thematic technical committees, evaluation and foresight will monitor the implementation of actions , identify possible blockages or discuss new directions.
