Enquête publique sur la révision du Schéma de Cohérence Territoriale

Du 6 janvier au 6 février 2020, la Communauté d’Agglomération du Centre Littoral (CACL) organise l’enquête de révision du Schéma de Cohérence Territorial (SCoT). Cette enquête est l’occasion pour le grand public de prendre connaissance du projet de planification stratégique du territoire et de formuler des observations.

Le SCoT, qu’est-ce que c’est ?
C’est un document cadre d’urbanisme réglementaire pour l’aménagement d’un territoire. Il permet à un territoire, correspondant à un bassin de vie de fixer les grandes orientations à 20 ans, les principes d’organisation de l’espace en matière d’habitat, d’économie, de transport, d’équipement et de service, d’environnement, de développement durable, etc.

Quels territoires sont concernés par le SCoT ?
Le périmètre du SCoT comprend les six communes-membres qui composent le territoire de la CACL : Cayenne, Rémire-Montjoly, Matoury, Macouria, Montsinéry-Tonnegrande et Roura.

L'enquête publique, à quoi ça sert ?
C’est l'ultime phase de concertation permettant au public de s'exprimer sur le projet de révision du SCoT. Elle est ouverte à toutes et tous (résidents du territoire ou non, habitants, visiteurs ou touristes). Elle est organisée par la CACL accompagnée d’un commissaire enquêteur.

En pratique
L’enquête publique se déroulera au siège de la CACL ainsi que dans les mairies des six communes membres de l’agglomération.

Le public pourra prendre connaissance du dossier du SCoT :
- à l’accueil du siège de la CACL, aux dates et horaires d’ouverture habituels,
- à l’accueil du siège des mairies, aux dates et horaires d’ouverture habituels.
Le public pourra consigner ses observations et propositions sur un registre d’enquête publique ouverts à cet effet.

L’ensemble des pièces du dossier d’enquête publique sera également consultable au format numérique sur :
- le site internet de la CACL à l’adresse suivante : http://www.cacl-guyane.fr/
- le poste informatique mis à la disposition du public au siège de la CACL et dans les mairies, aux jours et horaires respectifs d’ouverture.

Les observations pourront également être adressées :
- par le registre dématérialisé sécurisé tenu à la disposition du public sur le site internet de la CACL ;
- par courrier électronique, à l’adresse suivante : scot.cacl.guyane@gmail.com en mentionnant dans l’objet du courrier : «EP SCoT CACL» ;
- par écrit pendant la même période au Commissaire enquêteur – Communauté
d’Agglomération Centre Littoral de Guyane, Esplanade de la Cité d’Affaire - Quartier Balata, à Matoury ;
- par le biais d’une réunion publique qui se tiendra le jeudi 23 janvier 2020 à partir de 18h30 au siège social de la Communauté d’Agglomération ;
- lors de permanences tenues par le Commissaire Enquêteur indiquées ci-dessous.

Après l’enquête ?
À l'expiration du délai de l’enquête publique, le registre sera clos et signé par le Commissaire Enquêteur qui disposera d'un délai d’un mois pour transmettre à Madame la Présidente de la CACL, le rapport et ses conclusions motivées.

Une copie du rapport et des conclusions du Commissaire Enquêteur sera adressée à Monsieur le Préfet de Guyane ainsi qu’à Monsieur le Président du Tribunal Administratif de Guyane. Le rapport et les conclusions du Commissaire Enquêteur seront tenus à la disposition du public, pendant une durée d’un an, au siège de la CACL et sur le site internet de la CACL

From 6 January to 6 February 2020, the Center Coastal Agglomeration Community (CACL) is organizing the Territorial Coherence Scheme (SCoT) revision survey. This survey is an opportunity for the general public to learn about the strategic planning of the territory and make observations.

What is SCoT ?
It is a regulatory urban planning document for the development of a territory. It allows a territory, corresponding to a living area to set the guidelines at 20 years, the principles of organization of space in terms of housing, economy, transportation, equipment and service, environment, sustainable development, etc.

Which territories are affected by the SCoT ?
The perimeter of the SCoT includes the six member-communes that make up the territory of the CACL: Cayenne, Remire-Montjoly, Matoury, Macouria, Montsinéry-Tonnegrande and Roura.

The public survey, what's the point ?
This is the final phase of consultation allowing the public to express their views on the SCoT review project. It is open to all (residents of the territory or not, inhabitants, visitors or tourists). It is organized by the CACL accompanied by an investigative commissioner.

In practice:
The public inquiry will take place at the headquarters of the CACL as well as in the town halls of the six municipalities that are members of the agglomeration.

The public will be able to read the SCoT file:
- at the reception of the headquarters of the CACL, on the usual dates and opening hours,
- at the reception desk of the town halls, on the usual dates and opening hours.
The public will be able to record their observations and proposals on a public inquiry register open for this purpose.

All the documents in the public inquiry file will also be available in digital format on :
- the website of the CACL at the following address: http://www.cacl-guyane.fr/
- the computer station made available to the public at the headquarters of the CACL and in the town halls, on the respective opening days and times.

Comments may also be addressed:
- by the secure dematerialized register kept at the disposal of the public on the website of the CACL;
- by e-mail, to the following address: scot.cacl.guyane@gmail.com by mentioning in the subject of the letter: "EP SCoT CACL";
- in writing during the same period to the Investigating Commissioner - Community
Agglomeration Coastal Center of French Guiana, Esplanade of the City of Business - Balata Quarter, Matoury;
- through a public meeting to be held on Thursday, 23 January 2020, starting at 6.30 pm at the headquarters of the Agglomeration Community;
- during duty periods held by the Investigating Commissioner indicated below.

After the investigation ?
At the end of the public inquiry period, the register will be closed and signed by the Investigator Commissioner, who will have one month to transmit to the President of the CACL, the report and its conclusions.

A copy of the report and conclusions of the Investigating Commissioner will be sent to the Prefect of Guyana as well as to the President of the Administrative Tribunal of French Guiana. The report and conclusions of the Investigating Commissioner will be made available to the public, for a period of one year, at the headquarters of the CACL and on the website of the CACL : http://www.cacl-guyane.fr/
