Séance du conseil municipal de Cayenne

Marie-Laure PHINERA-HORTH Maire de la ville de Cayenne informe les administrés que le conseil municipal de la ville de Cayenne se réunira le jeudi 11 juin 2020 à 09h 00 exceptionnellement à huis clos compte tenu du contexte particulier de la crise sanitaire du covid-19 et ce dans le respect le plus strict des gestes barrières, du port obligatoire du masque et de la distanciation physique.

La mise en place de cette séance de travail de la municipalité de Cayenne est conforme à l’article 1.III de l’arrêté préfectoral n°R03-2020-06-08-001 qui précise que l’interdiction de réunion de plus de 10 personnes n’est pas applicable aux réunions à caractère professionnel.

La tenue de ce conseil est indispensable à la bonne marche de l’administration municipale et permettra de mettre en mouvement des actions de politiques publiques fortes, notamment :

- Le soutien de la ville aux restaurateurs et aux bars matérialisé par la mise à disposition gracieuse du domaine public applicable aux opérateurs dépourvus de terrasses
- L’exonération de la redevance d’occupation du domaine public pour une durée de trois mois pour les commerçants ambulants
- L’exonération des frais de cantine de la totalité du mois de mars pour les parents d’élèves
- Le vote du compte administratif de la ville,
- La mise en place des commissions municipales, dont la commission d’appel d’offres chargée d’étudier et d’analyser les procédures de consultations, un rouage fondamental pour la relance de la commande publique dans un contexte de grave crise économique
- La mise à jour du plan pluriannuel d’investissement qui intégrera les ajustements des travaux à effectuer dans les écoles conformément au nouveau protocole sanitaire afin de préparer au mieux la rentrée scolaire de septembre 2020.
- Le vote des taux d’imposition des trois taxes locales
- La régularisation foncière des habitants de petits-Brutus qui sont en attente depuis plusieurs années.
- L’adoption du plan de financement de la réhabilitation de la piste d’athlétisme du stade Georges CHAUMET
- L’adoption du plan de financement du Pont-Bailey dans le secteur de l’îlet Malouet

The establishment of this working session of the municipality of Cayenne is in accordance with article 1.III of the prefectural decree n ° R03-2020-06-08-001 which specifies that the ban on meetings of more than 10 people is not applicable to professional meetings.

The holding of this council is essential to the smooth running of the municipal administration and will set in motion strong public policy actions, in particular:

- The city's support for restaurateurs and bars materialized by the free provision of the public domain applicable to operators without terraces
- The exemption from the fee for occupying the public domain for a period of three months for itinerant traders
- Exemption from canteen fees for the entire month of March for parents of pupils
- The vote of the administrative account of the city,
- The establishment of municipal commissions, including the tender commission responsible for studying and analyzing consultation procedures, a fundamental cog in the revival of public procurement in a context of serious economic crisis
- The updating of the multi-year investment plan which will integrate the adjustments of the work to be carried out in the schools in accordance with the new health protocol in order to best prepare for the start of the new school year in September 2020.
- The vote on the tax rates of the three local taxes
- Land regularization of the inhabitants of Petits-Brutus who have been waiting for several years.
- The adoption of the financing plan for the rehabilitation of the athletics track at the Georges CHAUMET stadium
- The adoption of the financing plan for Pont-Bailey in the Malouet islet sector
