Les accords du Ségur de la santé, signés lundi dernier, allouent 8,2 milliards d’euros afin de revaloriser la rémunération des sages-femmes, personnels non médicaux des établissements de santé et des Ehpad, des internes et étudiants en santé, ainsi que des praticiens qui font le choix de l’hôpital public. Hier, le ministre de la Santé Olivier Véran a effectué d’autres annonces portant sur l’investissement et le financement, la gouvernance, la simplification des organisations et du quotidien des équipes ou encore l’adaptation du système de santé aux spécificités des territoires. En Guyane, certains chantiers sont prêts à être lancés.
Trente-trois mesures et des augmentations substantielles de salaire : le Ségur de la Santé, lancé voici bientôt deux mois, s’est conclu hier par la présentation du détail des accords, hier par Olivier Véran, ministre des Solidarités et de la Santé.
« Ces accords constituent la première étape des conclusions du Ségur de la santé, a souligné Olivier Véran. Ils seront complétés par des décisions sur le système de santé couvrant l’ensemble des quatre piliers du Ségur : transformer les métiers et revaloriser ceux qui soignent ; définir une nouvelle politique de l’investissement et du financement au service des soins ; simplifier les organisations et le quotidien des équipes ; fédérer les acteurs de la santé dans les territoires au service des usagers. »
De nombreuses autres mesures vont trouver une application concrète dans les prochains mois en Guyane. C’est le cas du développement de la télémédecine, qui a connu un essor fulgurant depuis l’apparition du Covid-19. L’Assurance maladie enregistrait 14 actes de téléconsultation par mois entre décembre 2019 et février 2020 en Guyane. De mars à juin, il y en eu environ 8 000, que ce soit de la téléconsultation avec la plateforme Médaviz ou du télé-suivi avec Véyé mo santé.
Toujours en matière de télémédecine, l’ARS appuie fortement le déploiement d’un service d’accès aux soins (SAS) sur le territoire. Le ministère des Solidarités et de la Santé lancera d’ici à la fin de l’année des expérimentations sur des organisations mixtes ville-hôpital pour la prise en charge des appels des patients pour des besoins urgents ou non programmés. La Guyane pourrait donc être une région pilote.
Le temps de travail sera révisé dans la fonction publique hospitalière. Le nombre de professionnels paramédicaux formés sera augmenté, puisque les promotions de l’Institut de formation en soins infirmiers de Guyane sont passées de 60 à 100 étudiants l’an dernier. Le gouvernement s’engage à favoriser l’exercice ambulatoire des praticiens hospitaliers dans les zones sous-denses grâce à la prime grâce à la prime d’exercice territorial ; en Guyane, ce zonage est en cours.
Treize milliards d’euros de dette des établissements participant au service public hospitalier seront repris. L’ARS a engagé le travail sur ce point en février pour les trois centres hospitaliers. Avec le Ségur de la santé, l’Etat s’engage à déléguer, au niveau local, la validation des projets inférieurs à 100 millions d’euros, soit la très large majorité des projets portés sur le territoire. In terms of telemedicine, ARS strongly supports the deployment of a healthcare access service (SAS) in the region. By the end of the year, the Ministry of Solidarity and Health will launch experiments on mixed city-hospital organizations for the handling of patient calls for urgent or unscheduled needs. French Guiana could therefore be a pilot region.
Working hours will be revised in the hospital public service. The number of trained allied health professionals will be increased, as the promotions of the French Guiana Nursing Training Institute rose from 60 to 100 students last year. The government is committed to promoting the outpatient exercise of hospital practitioners in under-dense areas thanks to the bonus thanks to the territorial exercise bonus; in French Guiana, this zoning is in progress.
Thirteen billion euros in debt from establishments participating in the public hospital service will be taken over. The ARS began work on this point in February for the three hospitals. With the health segur, the State is committed to delegating, at the local level, the validation of projects of less than 100 million euros, ie the vast majority of projects carried out in the territory.
