La nouvelle centrale du Larivot sera alimentée en biocarburant

Conformément à la décision de la Ministre de la Transition écologique Barbara Pompili, la centrale du Larivot sera bien alimentée à 100 % en biocarburant dès sa mise en service.

Initialement, il était prévu que la centrale du Larivot fonctionne au fioul domestique. Cela était traduit dans l’article 8.2 de l’arrêté préfectoral d’autorisation environnementale pour l’exploitation de la centrale de production d’électricité d’EDF PEI au Larivot, sur la commune de Matoury en Guyane.

Conformément à la volonté du gouvernement de réorienter complètement le projet vers une exploitation conforme aux standards environnementaux les plus exigeants, l’exploitation aux biocarburants dès la mise en service a été reprise dans l’arrêté, d’une part dans un considérant dédié, puis dans le second paragraphe de l’article 8.2.

L’arrêté prévoit ainsi : “considérant la volonté politique d’un fonctionnement de la centrale au biocarburant dès sa mise en service, et la nécessité que les études et procédures administratives correspondantes soient achevées avant cette échéance”.

L’article 8.2 prescrit quant à lui que : “L’exploitant réalise une étude technico-économique de faisabilité pour la conversion des installations aux biocombustibles. Cette étude définit notamment les modalités de mise en œuvre de cette conversion, le bilan carbone en comparaison avec un approvisionnement en FOD, la nature de la matière première, etc. Les différentes filières d’approvisionnement sont étudiées en privilégiant les moins impactantes d’un point de vue environnemental et en conformité avec la réglementation européenne (RED 2 notamment). L’utilisation de l’huile de palme et de ses dérivés est proscrite. Cette étude sera transmise à l’inspection des installations classées dans un délai de 2 ans, à compter de la notification du présent arrêté.”

Sur la base de ces dispositions, cette étude, réalisée pendant les travaux, permettra de prendre les prescriptions techniques et administratives appropriées pour une exploitation de la centrale au biocarburant dès sa mise en service.

Ainsi, l’exploitation de la centrale du Larivot s’effectuera bien dès sa mise en service au biocarburant.

In accordance with the decision of the Minister for Ecological Transition Barbara Pompili, the Larivot power station will be supplied with 100% biofuel as soon as it is commissioned.

Initially, the Larivot plant was planned to run on domestic fuel oil. This was reflected in article 8.2 of the prefectural environmental authorization order for the operation of the EDF PEI electricity production plant in Larivot, in the town of Matoury in French Guiana.

In accordance with the government's desire to completely reorient the project towards operation in accordance with the most demanding environmental standards, operation with biofuels from the start-up was included in the decree, on the one hand in a dedicated recital, then in the second paragraph of article 8.2.

The decree thus provides: "considering the political will for the plant to operate using biofuel as soon as it is commissioned, and the need for the corresponding studies and administrative procedures to be completed before this deadline".

Article 8.2 requires that: “The operator shall carry out a techno-economic feasibility study for the conversion of the facilities to biofuels. This study defines in particular the methods of implementing this conversion, the carbon footprint in comparison with a supply of FOD, the nature of the raw material, etc. The various supply chains are studied, focusing on the least impacting from an environmental point of view and in compliance with European regulations (RED 2 in particular). The use of palm oil and its derivatives is prohibited. This study will be sent to the inspectorate of classified installations within 2 years from the notification of this stopped."

On the basis of these provisions, this study, carried out during the works, will make it possible to take the appropriate technical and administrative requirements for operating the plant with biofuel as soon as it is commissioned.

Thus, the operation of the Larivot power plant will go well as soon as it is put into service with biofuel.
