Avis du Comité Scientifique Territorial du lundi 11 janvier 2021

Une nouvelle réunion du Comité Scientifique Territorial, installé par la Collectivité Territoriale de Guyane (CTG), se tenait ce lundi 11 janvier 2021, dans le cadre de la crise sanitaire liée au Covid-19.

À l’issue de cette rencontre, le comité est en capacité d’émettre un certain nombre de recommandations à destination des autorités sanitaires, fondées sur l’évaluation de la situation épidémiologique sur le territoire, à savoir un R0 = 1,59.

- Variant du Covid-19 britannique :
Le Comité rappelle l’absolue nécessité de sanctuariser le territoire face au variant du Covid-19 présent en Europe tout en anticipant son entrée éventuelle sur le territoire. A cet effet, il demande aux autorités de bien vouloir préciser la stratégie
sanitaire arrêtée dans ce cadre.

- Campagne de vaccination locale :
Le Comité rappelle la nécessité d’engager une campagne de vaccination efficace et responsable, adaptée aux problématiques de santé de la Guyane, à savoir :
- des moyens en réanimation fragiles
- l’importance des groupes de personnes à risque du fait de la prévalence des comorbidités

Le comité insiste sur les enjeux associés à cette campagne, à savoir :
- la possibilité de gagner du temps face à un variant qui à ce jour n’est à-piori pas présent sur le territoire
- une adaptation aux spécificités sociodémographiques du territoire

- Adhésion de la population :
Bien que sensible au sentiment de lassitude ressenti par la population en raison des mesures restrictives qui perdurent, le comité appelle cette dernière à poursuivre voire à accroître sa vigilance et sa responsabilité face à la dynamique épidémiologique actuelle, en respectant les gestes barrières et en suivant les recommandations des autorités.
Le comité préconise une communication accentuée des autorités afin de renforcer l’adhésion de la population.

Actions menées par la Collectivité Terrritoriale de Guyane :
Dans le cadre de la campagne locale de vaccination, la Collectivité Territoriale de Guyane :
- propose la mobilisation du Palais Omnisports Georges Théolade (PROGT) en tant que centre de vaccination, conjointement avec le CNRS, l’ARS et la CGSS.
- Offre l’expertise des centres de PMI (Protection Maternelle et Infantile) pour la vaccination des populations des communes enclavées;
- Mène des travaux en faveur de l’organisation d’un colloque transparent réunissant l’URPS et l’ARS autour des principes et les modalités de la campagne de vaccination.

A new meeting of the Territorial Scientific Committee, installed by the Territorial Collectivity of French Guiana (CTG), was held this Monday, January 11, 2021, in the context of the health crisis linked to Covid-19.

At the end of this meeting, the committee is able to issue a number of recommendations to the health authorities, based on the assessment of the epidemiological situation in the territory, namely an R0 = 1.59.

- Variant of British Covid-19:
The Committee recalls the absolute need to make the territory safe in the face of the Covid-19 variant present in Europe while anticipating its possible entry into the territory. To this end, it asks the authorities to specify the health strategy adopted in this context.

- Local vaccination campaign:
The Committee recalls the need to initiate an effective and responsible vaccination campaign, adapted to the health issues of French Guiana, namely:
- fragile resuscitation resources
- the importance of groups of people at risk due to the prevalence of comorbidities

The committee emphasizes the issues associated with this campaign, namely:
- the possibility of saving time in the face of a variant which to date is a-piori not present in the territory
- adaptation to the socio-demographic specificities of the territory

- Membership of the population:
Although sensitive to the feeling of weariness felt by the population due to the restrictive measures that continue, the committee calls on the latter to continue or even increase its vigilance and its responsibility in the face of the current epidemiological dynamic, by respecting the barrier gestures and by following the recommendations from the authorities.
The committee advocates increased communication from the authorities in order to strengthen the support of the population.

Actions carried out by the Territorial Collectivity of French Guiana:
As part of the local vaccination campaign, the Territorial Collectivity of French Guiana:
- proposes the mobilization of the Palais Omnisports Georges Théolade (PROGT) as a vaccination center, jointly with the CNRS, ARS and CGSS.
- Offers the expertise of PMI (Maternal and Child Protection) centers for the vaccination of populations in landlocked municipalities;
- Carrying out work in favor of the organization of a transparent conference bringing together the URPS and ARS around the principles and modalities of the vaccination campaign.
