Une pirogue avec 35 personnes interceptée

Le 14 janvier 2021, en patrouille dans les eaux sous juridiction françaises dans le cadre de la police des pêches, la vedette côtière de gendarmerie maritime (VCSM) la « Mahury » des forces armées en Guyane (FAG) a intercepté, entre l’Approuague et l’embouchure de la rivière de Kaw, une pirogue avec à son bord 35 hommes et femmes, tous de nationalité brésilienne.

L’un des passagers, identifié comme étant possiblement un passeur, ainsi que le piroguier étaient déjà défavorablement connus des services de police. Ils ont été placés en garde à vue à bord de la « Mahury » par les gendarmes maritimes.

La pirogue, son moteur ainsi que le matériel, les médicaments et les cigarettes trouvés à bord ont été saisis. En raison de la nature du matériel saisi, il existe une forte présomption de lien entre les personnes appréhendées en mer et l’orpaillage illégal.

Les mauvaises conditions météorologiques imposaient de rallier le port le plus proche qui était celui de Régina où les présumés étrangers en situation illégale ont pu, sans délai, être remis à la police aux frontières (PAF) en fin de journée.

Sous le pilotage interministériel du préfet et du procureur de la République, les services compétents, dont la Gendarmerie Nationale, renforcés des forces armées en Guyane sur le plan logistique, se sont organisés pour prendre en charge les 35 étrangers en situation irrégulière (ESI) au plan judiciaire et administratif.

• 2 ESI ont été placés en garde à vue.
• 12 ESI documentés ont été reconduits à la frontière avec interdiction de retour de deux ans et remise aux autorités brésiliennes.
• 21 ESI non documentés ont été placés au centre de rétention administratif (CRA) de Matoury, afin de faire l'objet d'une procédure d'éloignement.

Cette opération inopinée illustre d’une part l’agilité des moyens maritimes et de leurs équipages et d’autre part, elle montre la réactivité des services de l’État sollicités par le bureau « action de l’État en mer » dans le cadre du continuum mer-terre de l’opération.

Enfin, dans le contexte particulier de la crise « COVID-19 », ce type d’opération contribue directement à renforcer la sécurité sanitaire de la Guyane.


On January 14, 2021, on patrol in waters under French jurisdiction as part of the fisheries police, the coastal gendarmerie maritime (VCSM) the "Mahury" of the armed forces in French Guiana (FAG) intercepted, between the Approuague and the mouth of the Kaw river, a canoe with 35 men and women on board, all of Brazilian nationality.

One of the passengers, identified as possibly a smuggler, as well as the boatman were already unfavorably known to the police. They were taken into custody aboard the "Mahury" by the maritime gendarmes.

The canoe, its engine as well as the equipment, medicines and cigarettes found on board were seized. Due to the nature of the material seized, there is a strong presumption of a link between those apprehended at sea and illegal gold mining.

The bad weather conditions made it necessary to reach the nearest port, which was that of Regina, where the presumed illegal foreigners could, without delay, be handed over to the border police (PAF) at the end of the day.

Under the interministerial guidance of the Prefect and the Public Prosecutor, the competent services, including the National Gendarmerie, logistically reinforced by the armed forces in French Guiana, have organized themselves to take charge of the 35 foreigners in an irregular situation (ESI) at the judicial and administrative level.

• 2 WISEs were taken into police custody.
• 12 documented ESIs were returned to the border with a two-year entry ban and handed over to the Brazilian authorities.
• 21 undocumented ESI were placed in the administrative detention center (CRA) of Matoury, in order to be the subject of a removal procedure.

This unexpected operation illustrates, on the one hand, the agility of maritime resources and their crews and, on the other hand, it shows the responsiveness of the State services requested by the “State action at sea” office within the framework of of the sea-land continuum of the operation.

Finally, in the specific context of the "COVID-19" crisis, this type of operation directly contributes to strengthening health security in French Guiana.
