Déclenchement du Plan Blanc pour le GHT

Compte tenu de l’évolution de la situation épidémiologique en Guyane, et afin de maintenir la capacité du système de santé à faire face à l'épidémie tout en garantissant la continuité des soins pour les autres patients, les directions des trois établissements hospitaliers de Guyane (le CHC, le CHK et le CHOG), en concertation avec le Directeur médical de crise de territoire ont activé, ce vendredi 22 janvier 2021 le plan blanc.

Les trois hôpitaux qui composent le GHT de Guyane font en effet face à une augmentation importante du nombre d’hospitalisations. Le déclenchement du plan blanc leur permettra d’optimiser l’organisation des services en première ligne dans la gestion des cas de Covid-19.

La montée en charge des plans de riposte des trois établissements nécessite l’adoption de mesures complémentaires à celles déjà engagées, notamment :

- La tenue de trois cellules de gestion de crise par semaine,
- La poursuite des réorganisations et la reprogrammation de certaines activités programmées (les patients concernés seront contactés directement par les services),
- Des possibilités élargies de mobilisation et de redéploiement des personnels.

Afin de gérer cette crise, les trois établissements capitalisent sur les personnels infirmiers ayant suivi la formation dispensée par le Cesu et les réanimateurs du CHC pour intervenir en réanimation. Ils renouvellent leurs appels à tous les professionnels de santé libéraux et privés du territoire, et plus largement aux professionnels de l’Hexagone volontaires pour s’associer à l’organisation d’une permanence des soins efficace.

Parallèlement au déclenchement de ce plan blanc, les trois hôpitaux ont officialisé leurs demandes de renfort via l’Agence régionale de santé auprès du Centre de crise sanitaire.

Ainsi, une première arrivée de renfort est activée : 7 infirmiers et 6 aides-soignants pourraient ainsi venir renforcer les équipes du Centre hospitalier de l’Ouest guyanais.

Given the evolution of the epidemiological situation in French Guiana, and in order to maintain the capacity of the health system to cope with the epidemic while guaranteeing the continuity of care for other patients, the management of the three hospitals of French Guiana (the CHC, the CHK and the CHOG), in consultation with the medical director of territorial crisis activated, this Friday January 22, 2021 the white plan.

The three hospitals that make up the French Guiana GHT are indeed facing a significant increase in the number of hospitalizations. The triggering of the white plan will allow them to optimize the organization of frontline services in the management of Covid-19 cases.

The scaling up of the response plans of the three establishments requires the adoption of additional measures to those already undertaken, in particular:

- The holding of three crisis management units per week,
- The continuation of reorganizations and the reprogramming of certain programmed activities (the patients concerned will be contacted directly by the services),
- Expanded possibilities for the mobilization and redeployment of personnel.

In order to manage this crisis, the three establishments are capitalizing on the nursing staff who have followed the training provided by the Cesu and the resuscitators from the CHC to intervene in intensive care. They renew their appeals to all liberal and private health professionals in the territory, and more broadly to professionals in France who volunteer to join in the organization of an efficient on-call service.

At the same time as the launch of this white plan, the three hospitals formalized their requests for reinforcement via the Regional Health Agency to the Health Crisis Center.

Thus, a first arrival of reinforcements is activated: 7 nurses and 6 nursing assistants could thus come to reinforce the teams of the West Guiana Hospital Center.
