Fin d'enquête publique sur le nouveau pont du Larivot

L’enquête publique conjointe (enquête publique et enquête parcellaire), pour le projet du nouveau pont du Larivot, s’est déroulée du 4 janvier 2021 au 3 février 2021.

Cette enquête portait sur la demande d’autorisation environnementale unique (AEU) et la déclaration d’utilité publique (DUP) valant mise en compatibilité du plan local d’urbanisme (PLU) des communes de Macouria et de Matoury, au titre des codes de l’environnement, de l’urbanisme et de l’expropriation pour cause d’utilité publique.

La commissaire enquêtrice a remis le 10 mars 2021 son rapport et ses conclusions motivées. L’avis favorable de la commissaire enquêtrice est assorti de réserves et de recommandations.

Le préfet rencontrera élus, socio-professionnels et associations le 10 avril 2021 à l’auditorium de la chambre de commerce et d’industrie de la Guyane à partir de 9 heures, en présence de la presse.

Une invitation sera adressée par le préfet en ce sens aux élus, instances représentatives des socio-professionnelles, associations environnementales et d’usagers.

Cette rencontre aura pour objet de présenter à nouveau le projet du nouveau pont du Larivot et d’examiner collectivement les suites à donner à l’enquête publique au regard des expressions recueillies pendant l’enquête et des conclusions de la commissaire enquêtrice.

Le maître d’ouvrage du nouveau pont du Larivot est l’État, représenté par le préfet de Guyane. Le projet est porté par la direction générale des territoires et de la mer (DGTM), service de l’État en Guyane.

Le pont du Larivot actuel est l’unique ouvrage d’importance permettant d’assurer la desserte routière entre l’ouest du territoire et l’agglomération de Cayenne.

Tout accident ou incident sur le pont du Larivot actuel conduisant à sa fermeture partielle ou totale, de courte, moyenne ou longue durée, a un impact considérable sur les déplacements en Guyane, et par suite sur l’ensemble de la vie économique et sociale du territoire. C’est pourquoi le doublement du pont du Larivot est absolument indispensable en vue d’assurer en toutes circonstances une continuité de la circulation sur la route nationale 1 au niveau de la rivière de Cayenne.

Le nouveau pont représente également la première étape de l’aménagement de la RN1 qui vise notamment à améliorer la fluidité de la circulation au sein de l’agglomération de Cayenne et la sécurisation des différents modes de transport.

Le pont existant fait quant à lui, comme tous les ouvrages d’art, l’objet d’une surveillance et d’une maintenance périodiques, dans le cadre de programmes d’entretien et de réparation pluriannuels.

Le nouveau pont sera construit à proximité du pont existant à quelques dizaines de mètres, du côté du port du Larivot et de la pointe Liberté. La circulation se fera sur le pont existant dans le sens Kourou vers Cayenne et sur le nouveau pont dans le sens Cayenne vers Kourou. Côté Macouria, un giratoire sera construit au niveau du carrefour actuel avec l’avenue Belle Humeur et la route de la pointe Liberté.

Les cyclistes et piétons pourront circuler en sécurité sur le nouveau pont dans les deux sens sur la voie dédiée. Les cyclomoteurs pourront circuler sur la bande dérasée de droite élargie.

Les travaux sont envisagés entre 2021 et 2024.

The prefect will meet elected officials, socio-professionals and associations on April 10, 2021 at the auditorium of the Chamber of Commerce and Industry of French Guiana from 9 a.m., in the presence of the press.

The purpose of this meeting will be to present again the project of the new Larivot bridge and to collectively examine the follow-up to be given to the public inquiry in the light of the expressions collected during the investigation and the conclusions of the investigating commissioner.

The owner of the new Larivot bridge is the State, represented by the prefect of French Guiana. The project is led by the General Directorate of Territories and the Sea (DGTM), a state service in French Guiana.

The current Larivot bridge is the only major structure providing road service between the west of the territory and the city of Cayenne.

Any accident or incident on the current Larivot bridge leading to its partial or total closure, of short, medium or long duration, has a considerable impact on travel in French Guiana, and consequently on the whole of economic and social life. of the territory. This is why the doubling of the Larivot bridge is absolutely essential in order to ensure in all circumstances a continuity of traffic on the national road 1 at the level of the Cayenne river.

The new bridge is also the first step in the development of the RN1, which aims in particular to improve the flow of traffic within the agglomeration of Cayenne and to make the various modes of transport safer.

The existing bridge, like all engineering structures, is subject to periodic monitoring and maintenance, as part of multi-year maintenance and repair programs.

The new bridge will be built near the existing bridge a few dozen meters away, near the port of Larivot and Pointe Liberté. Traffic will be on the existing bridge in the Kourou direction towards Cayenne and on the new bridge in the Cayenne direction towards Kourou. On the Macouria side, a roundabout will be built at the current crossroads with Avenue Belle Humeur and the Pointe Liberté road.

Cyclists and pedestrians will be able to circulate safely on the new bridge in both directions on the dedicated lane. Mopeds will be able to circulate on the extended right-hand strip.

The works are planned between 2021 and 2024.
