Suite à la crise sanitaire, économique et sociale, provoquée par l’épidémie de Covid-19, les pouvoirs publics se sont engagés à limiter les effets du ralentissement de l’activité économique, à venir en aide aux secteurs les plus touchés, à soutenir l’emploi et à accompagner les personnes les plus précaires.
En Guyane, la mise en œuvre de cette politique s’est traduite, dès le mois de mars 2020, par un appui financier exceptionnel apporté aux entreprises, aux collectivités, aux associations et aux citoyens.
Tenant compte des spécificités de la Guyane, l’accord régional de relance Guyane vient décliner, sur le territoire, une partie du plan France Relance, doté de 100 milliards d’euros pour la période 2020-2022.
De plus, l’État et la Collectivité Territoriale de Guyane ont décidé de conclure un accord régional de relance pour la période 2021-2022 visant à mobiliser, à parité par un effort conjoint, 250 millions d’euros de crédits supplémentaires pour soutenir et accompagner les projets et actions visant des objectifs qui répondent aux besoins des Guyanaises et des Guyanais :
• accélérer l’aménagement durable du territoire pour répondre aux défis de la croissance démographique.
• améliorer la compétitivité des entreprises, accompagner leur transition écologique et soutenir la croissance verte.
• répondre aux besoins en santé des habitants, lutter contre la précarité et renforcer la cohésion sociale.
Au sein de cet accord régional de relance, on retrouve des projets emblématiques pour la Guyane, notamment des investissements dans des infrastructures stratégiques pour le territoire :
• La construction d’un nouveau Centre d’Exploitation et d’Intervention à Saint-Laurent du Maroni
• La rénovation énergétique des bâtiments scolaires du second degré (lycées et collèges)
• Le confortement des berges du marché municipal de Grand-Santi
• L’aménagement de la liaison routière Maripasoula – Papaïchton
• La mise en place du réseau public d’assainissement des eaux usées du village de Balaté
Mais la relance soutient aussi les projets privés. Par exemple dans l’industrie : le millésime 2020 du fonds d’accélération des investissements industriels inclut six projets guyanais qui ont bénéficié d’une subvention égale à la moitié de leur investissement. Il s’agit de :

• The construction of a new Operation and Response Center in Saint-Laurent du Maroni
• Energy renovation of secondary school buildings (high schools and colleges)
• Reinforcement of the banks of the municipal market of Grand-Santi
• Development of the Maripasoula - Papaïchton road link
• The establishment of the public wastewater treatment network in the village of Balaté
But the revival also supports private projects. For example in industry: the 2020 vintage of the industrial investment acceleration fund includes six Guyanese projects that received a subsidy equal to half of their investment. It is :
