La frontière Franco-Surinamienne enfin visible ?

M. Jean-Yves Le Drian, ministre de l’Europe et des affaires étrangères et M. Albert Ramdin, ministre des affaires étrangères, du commerce international et de la coopération de la République du Suriname ont signé le 15 mars 2021 un protocole à annexer à la Convention de Paris du 30 septembre 1915, afin de délimiter et de démarquer la frontière entre la République française (Guyane française) et la République du Suriname, depuis l’estuaire du Maroni jusqu’à la confluence de la Lawa, du Litani et du Marouini.

La signature de ce texte, qui met fin à une période de plus d’un siècle d’incertitudes sur le tracé frontalier, permet d’établir cette délimitation dans le respect des règles du droit international et de renforcer la coopération des deux pays dans toutes les activités liées à la gestion du fleuve comme le commerce, les mouvements de personnes et de biens, et de faciliter l’action conjointe des deux pays, engagés dans la lutte contre les entreprises illégales (mines d’or illégales, traite des êtres humains, etc.) dans la zone frontière.

M. Sébastien Lecornu, ministre des outre-mer et M. Albert Ramdin ont également signé, le même jour, une convention d’entraide judiciaire en matière pénale. En pratique, cette coopération était assurée depuis plusieurs années mais elle reçoit désormais un cadre légal. La mise en place d’un cadre conventionnel adapté était vivement souhaitée en raison de la proximité géographique des territoires surinamien et de Guyane française. M. Eric Dupond-Moretti, garde des sceaux, ministre de la justice, et son collègue du Suriname, M. Kenneth Amoksi se réjouissent de cette signature qui permettra de favoriser une coopération efficace et fluide entre les autorités judiciaires françaises et surinamiennes, sur la base d’un cadre garantissant un haut niveau de protection des droits.

Enfin, les autorités françaises et surinamiennes ont signé une Déclaration conjointe portant sur la gestion commune du fleuve Maroni et de la rivière Lawa ainsi que sur le développement commun de la zone frontalière. Une coopération étroite entre les deux pays dans l’intérêt des populations du bassin du fleuve Maroni est hautement souhaitable. Cette collaboration sera rapidement mise en œuvre.

Le ministre Albert Ramdin réaffirme la volonté du Suriname de promouvoir un dialogue constant et de haut niveau entre les deux États. Les autorités françaises soulignent la qualité et la densité des relations de proximité entretenues par la France avec son partenaire et voisin surinamien, notamment grâce à l’implication de la Collectivité territoriale de Guyane, et rappellent l’engagement commun des gouvernements français et surinamien pour la protection de l’environnement amazonien et la lutte contre toutes les entreprises illégales qui pourraient mettre en danger le plateau des Guyanes.

Mr. Jean-Yves Le Drian, Minister for Europe and Foreign Affairs and Mr. Albert Ramdin, Minister for Foreign Affairs, International Trade and Cooperation of the Republic of Suriname signed on March 15, 2021 a protocol to be annexed to the Paris Convention of September 30, 1915, in order to delimit and demarcate the border between the French Republic (French Guyana) and the Republic of Suriname, from the Maroni estuary to the confluence of the Lawa, the Litani and of Marouini.

The signing of this text, which puts an end to a period of more than a century of uncertainties on the border line, makes it possible to establish this delimitation in compliance with the rules of international law and to strengthen the cooperation of the two countries in all activities related to the management of the river such as trade, movement of people and goods, and to facilitate the joint action of the two countries, engaged in the fight against illegal businesses (illegal gold mines, trafficking in human beings , etc.) in the border area.

Mr. Sébastien Lecornu, Minister for Overseas Territories and Mr. Albert Ramdin also signed, on the same day, an agreement on mutual legal assistance in criminal matters. In practice, this cooperation had been ensured for several years but it now receives a legal framework. The establishment of an adapted conventional framework was strongly desired because of the geographical proximity of the Surinamese territories and French Guiana. Mr. Eric Dupond-Moretti, Keeper of the Seals, Minister of Justice, and his colleague from Suriname, Mr. Kenneth Amoksi are delighted with this signature, which will make it possible to promote effective and fluid cooperation between the French and Surinamese judicial authorities, on the basis of a framework guaranteeing a high level of rights protection.

Finally, the French and Surinamese authorities signed a Joint Declaration on the joint management of the Maroni and Lawa rivers as well as on the common development of the border area. Close cooperation between the two countries for the benefit of the populations of the Maroni River Basin is highly desirable. This collaboration will be quickly implemented.

Minister Albert Ramdin reaffirms Suriname's desire to promote constant and high-level dialogue between the two States. The French authorities underline the quality and density of the close relations maintained by France with its Surinamese partner and neighbor, in particular thanks to the involvement of the Territorial Collectivity of French Guiana, and recall the common commitment of the French and Surinamese governments to the protection of the Amazonian environment and the fight against all illegal businesses that could endanger the Guyana plateau.
