Plan Blanc activé au Centre hospitalier de l’Ouest Guyanais

Après le déclenchement, le 15 avril, du Plan Blanc au Centre hospitalier de Cayenne (CHC) et du dispositif Hôpital en tension du Centre hospitalier de l’Ouest guyanais (CHOG) et du Centre hospitalier de Kourou (CHK), le CHOG à déclenché, ce vendredi 23 avril, à 7 heures son Plan Blanc.

Cette décision a été prise compte tenu de l’accélération de l’épidémie Covid-19 à l’échelle de la Guyane et de l’augmentation importante des hospitalisations Covid-19 au CHOG et au CHK.

Le déclenchement du Plan Blanc, au CHOG et au CHC vise à maintenir la capacité du système de santé à faire face à l'épidémie tout en garantissant la continuité des soins pour les autres patients.

Le CHK maintient son plan Hôpital en tension afin d’appuyer le CHC et le CHOG et se tient prêt à accueillir des patients. Conformément aux travaux d’anticipation, les centres hospitaliers qui composent le GHT de Guyane se réorganisent pour faire face à la troisième vague et soigner toutes celles et ceux qui, touchés par la COVID19, nécessitent une consultation, un appel au 15, un passage aux urgences, une hospitalisation en service de médecine, en réanimation mais aussi en obstétrique, en pédiatrie et en psychiatrie.

Plusieurs mesures sont d’ores et déjà engagées :
- L’adaptation des organisations spécifiques liées à la COVID19 en situation épidémique et la montée en charge des capacités d’accueil dédiées de patients Covid-19 en réanimation, médecine, maternité, pédiatrie, psychiatrie, chirurgie et EHPAD ;
- La poursuite des réorganisations et la reprogrammation de certaines activités programmées (consultations, interventions, hospitalisations non urgentes). Les patients concernés seront contactés directement par les services concernés ;
- Des possibilités de mobilisation et de redéploiement accrues des personnels, accompagnés par la mobilisation de renforts externes.

Le déclenchement du Plan Blanc permet l’activation et la graduation des mesures destinées à faire face aux situations sanitaires exceptionnelles : modification des horaires de travail et possibilité de faire appel au personnel sur ses jours de congés. Les mesures du plan blanc pourront être activées à tout moment en fonction de l’évolution de la situation faisant l’objet d’un suivi permanent par les cellules de crise.

Parallèlement à l’accueil des patients Covid-19, les trois établissements du GHT poursuivent et intensifient leur mobilisation sur la vaccination avec une montée en charge importante dans les trois grands centres de vaccination de Cayenne, Saint Laurent et Kourou et en communes.

The launch of the Plan Blanc, at CHOG and CHC aims to maintain the capacity of the health system to cope with the epidemic while guaranteeing continuity of care for other patients.

The CHK keeps its Hospital plan in tension in order to support the CHC and CHOG and stands ready to welcome patients
In accordance with the anticipation work, the hospitals that make up the GHT of French Guiana are reorganizing to face the third wave and treat all those who, affected by COVID19, require a consultation, a call to 15, a passage in emergencies, hospitalization in medicine, intensive care, but also in obstetrics, pediatrics and psychiatry.

Several measures have already been taken:
- Adapting specific organizations linked to COVID19 in an epidemic situation and increasing the capacity for dedicated reception of Covid-19 patients in intensive care, medicine, maternity, pediatrics, psychiatry, surgery and nursing homes;
- The continuation of reorganizations and the reprogramming of certain programmed activities (consultations, interventions, non-emergency hospitalizations). The patients concerned will be contacted directly by the departments concerned;
- Opportunities for increased staff mobilization and redeployment, accompanied by the mobilization of external reinforcements.

The triggering of the White Plan allows the activation and graduation of measures intended to deal with exceptional health situations: modification of working hours and the possibility of calling on staff on their days off. The white plan measures can be activated at any time depending on the evolution of the situation, which is the subject of permanent monitoring by the crisis units.

In addition to the reception of Covid-19 patients, the three GHT establishments are continuing and intensifying their mobilization on vaccination with a significant increase in the costs of the three large vaccination centers of Cayenne, Saint Laurent and Kourou and in the municipalities.
