Prise en charge de cinq postes de chefs de clinique au Centre Hospitalier de Cayenne

Du fait d’une démographie médicale vieillissante, d’une densité médicale guyanaise lanterne rouge en France, du déficit de financement de nouveaux postes universitaires d’enseignant-chercheur assistants par le Ministère de l’Enseignement et de la Recherche, la Guyane peine à répondre aux besoins médicaux de sa population.

Au regard de ces constats, la Collectivité Territoriale de Guyane (CTG) :
▪ propose d’augmenter les capacités de formation post-internat de l’UFR Santé - Faculté Hyacinthe Bastaraud sur le territoire guyanais;
▪ s’engage, dans un partenariat avec l’Université des Antilles, à financer la part universitaire du salaire de cinq postes de chef de clinique (CCA) affectés à l’UFR Santé - Faculté Hyacinthe Bastaraud, et au Centre Hospitalier Andrée ROSEMOND.

À travers la signature d’une convention le mercredi 18 août 2021, la CTG s’engage, dans un partenariat avec l’Université des Antilles, à financer la part universitaire du salaire de cinq postes de chef de clinique (CCA) affectés à l’UFR Santé et au Centre Hospitalier Andrée ROSEMOND.

Il s’agit pour la CTG, d’orienter une partie de ses crédits sur des actions opérationnelles de développement de l’offre de soins et sur le volet d’universitarisation de l’hôpital qui forment les deux piliers du futur Centre Hospitalier Universitaire, projet ambitieux et essentiel pour le territoire.

Une convention protocolaire sera ainsi signée avec pour objet de préciser les modalités de délégation de crédits de la CTG à l’Université des Antilles, afin de financer la part universitaire de la rémunération de cinq postes de chef de clinique sur deux ans, la période prévue étant, du 1er novembre 2021 au 31 octobre 2023, affectés à la l’UFR Santé - Faculté Hyacinthe Bastaraud et au Centre Hospitalier Universitaire de Guadeloupe et mis à disposition au Centre Hospitalier Andrée ROSEMOND en Guyane.

Due to aging medical demographics, Guyana's red lantern medical density in France, the funding gap for new university teaching assistant research positions by the Ministry of Education and Research, French Guiana is struggling to meet the medical needs of its population.

In view of these findings, the Territorial Collectivity of French Guiana (CTG):
▪ proposes to increase the post-internship training capacities of the UFR Santé - Faculté Hyacinthe Bastaraud in French Guiana;
▪ undertakes, in a partnership with the University of the Antilles, to finance the university portion of the salary of five clinical manager positions (CCA) assigned to the UFR Health - Faculty Hyacinthe Bastaraud, and to the Andrée ROSEMOND Hospital Center.

Through the signing of an agreement on Wednesday, August 18, 2021, the CTG undertakes, in a partnership with the University of the West Indies, to finance the university portion of the salary of five clinical chief positions (CCA) assigned to the 'UFR Santé and at the Andrée ROSEMOND Hospital Center.

For the CTG, this involves directing part of its credits on operational actions for the development of the healthcare offer and on the hospital university level component which form the two pillars of the future University Hospital Center, ambitious and essential project for the territory.

A protocol agreement will be signed with the aim of specifying the methods of delegation of credits from the CTG to the University of the West Indies, in order to finance the university part of the remuneration of five clinic manager positions over two years, the period provided for. being, from November 1, 2021 to October 31, 2023, assigned to the UFR Health - Faculty Hyacinthe Bastaraud and to the University Hospital of Guadeloupe and made available to the Andrée ROSEMOND Hospital Center in French Guiana.
