Projet Montagne d'Or : nouvelle campagne de greenwashing ?

“Le projet Montagne d’Or ne se fera pas” avait annoncé le Président de la République en juin 2019, et pourtant, la compagnie minière vient de publier un communiqué de presse annonçant le contraire. A la veille de l’ouverture du Congrès Mondial de la Nature (IUCN), Oréa Mining (ex Columbus Gold), société actionnaire du consortium Montagne d’or annonce une nouvelle mouture du projet minier industriel entièrement greenwashé.

Depuis la clôture du débat public en juillet 2018 et ses déboires politiques, la compagnie minière avait continué à publier de nombreux communiqués de presse et multiplié les recours en justice pour maintenir son emprise sur la concession minière dont elle est détentrice. Le collectif Or de question avait dénoncé les manœuvres du gouvernement Français qui au lieu de se défendre, avait préféré le jeu de la chaise vide, permettant ainsi à la société d’obtenir le renouvellement de son titre.

“Projet basée sur les Meilleures Techniques Disponibles (« MTD »)”, “centrale électrique hybride”, “digues à stériles [...] construites séquentiellement et surélevées en 4 phases”, le nouveau projet du consortium russo-canadien adopte tous les codes de la start-up nation pour se refaire une image.

Montagne d’Or annonce donc une “réduction de 32 % de l'empreinte en surface”, sans pour autant donner les chiffres de cette surface. S’agit-il des 1.513 hectares de surface déboisée ? Il resterait alors plus de 1.000 hectares de forêt qui tomberait sous le coup des tronçonneuses ? Le nouveau projet annonce également une baisse de “44% de forêt mature impactée”, sur les 575 hectares initiaux, soit toujours 322 hectares qui seraient détruits, un préjudice énorme pour les 2.000 espèces inventoriées sur le site, donc 127 sont protégées.

La compagnie annonce également “une réduction de 80 % de l'équivalent total estimé en C02 émissions”, grâce à la construction d’une centrale électrique hybride. Mais comment ce calcul du bilan carbone pourrait-il comprendre également le transport des 1.100 allers-retours de méga camions nécessaires au fonctionnement du site et qui roulent au fioul ?

Quand on sait que EDF PEI n’arrive pas à proposer une production d’énergie sans fioul (voir la récente débâcle du projet de centrale Larivot), on se demande comment la multinationale minière aurait soudain trouver une solution miracle. Combien d’hectares de forêt faudrait-il encore détruire pour poser ces panneaux photovoltaïques ? Des dizaines, des centaines ?

Bref, ne nous y trompons pas, il s’agit bien là d’une opération de communication de Oréa Mining en vue de rassurer ses partenaires. Mais question timing, la multinationale minière a fait un bien mauvais calcul. Alors que le Congrès Mondial de la Nature ouvre officiellement ses portes demain à Marseille, en présence de M. Macron, le collectif Or de Question presse le Président de la République, à prendre une position claire sur cette annonce et à donner des gages sur l’abandon définitif du projet.

En effet, que penser de l’adoption de nouvelles normes environnementales dans le code minier, annoncées en grande pompe par gouvernement et la ministre de la Transition écologique Barbara Pompili dans la loi Climat ? Feront-elles obstacle au projet ou est-ce encore de la poudre aux yeux ?

Pour le collectif Or de Question, la crise climatique et l’extinction massive de la biodiversité à laquelle nous faisons face doit nous imposer des choix de société. Nous n’avons pas besoin de cet or, aujourd’hui, les besoins essentiels en or dans le domaine de la dentisterie et des technologies représentent uniquement 6% de la consommation d’or mondial, besoins que nous pourrions couvrir grâce au recyclage. En revanche, protéger la forêt amazonienne de Guyane est un besoin vital pour les générations actuelles et futures. Face au gouvernement de Jair Bolsonaro et aux multinationales prédatrices qui anéantissent chaque jour un peu plus la forêt amazonienne, la France doit être exemplaire, qui plus est durant le Congrès de la Nature, au risque de se décrédibiliser.

En début d'année la justice a déjà reconnu la carence fautive du gouvernement Français dans la lutte contre le dérèglement climatique, il est temps de changer de cap, nous ne pouvons pas accepter ce nouveau projet qui vient détruire la forêt amazonienne, notre meilleur atout et notre héritage commun.

Le collectif Or de Question demande, à nouveau, la fin définitive de l’industrie minière en Guyane française.

“The Gold Mountain project will not happen” announced the President of the Republic in June 2019, and yet the mining company has just issued a press release announcing the opposite. On the eve of the opening of the World Conservation Congress (IUCN), Oréa Mining (formerly Columbus Gold), a shareholder in the Montagne d´or consortium, announces a new version of the entirely greenwashed industrial mining project.

Since the end of the public debate in July 2018 and its political setbacks, the mining company had continued to publish numerous press releases and multiplied legal actions to maintain its grip on the mining concession of which it holds. The collective Or de question had denounced the maneuvers of the French government which, instead of defending itself, had preferred the game of the empty chair, thus allowing the company to obtain the renewal of its title.

“Project based on Best Available Techniques (“ BAT ”)”, “hybrid power plant”, “waste rock dams [...] built sequentially and raised in 4 phases”, the new project of the Russian-Canadian consortium adopts all the codes of the start-up nation to remake an image.

Montagne d'Or therefore announces a "reduction of 32% of the surface footprint", without giving the figures for this surface. Is this the 1,513 hectares of deforested area? There would then remain more than 1,000 hectares of forest which would fall under the blow of the chainsaws? The new project also announces a decrease of “44% of impacted mature forest”, on the initial 575 hectares, that is to say still 322 hectares which would be destroyed, an enormous damage for the 2,000 species inventoried on the site, therefore 127 are protected.

The company also announces "an 80% reduction of the estimated total equivalent C02 emissions", thanks to the construction of a hybrid power plant. But how could this calculation of the carbon footprint also include the transport of the 1,100 round trips of mega-trucks necessary for the operation of the site and which run on fuel oil?

When we know that EDF PEI is unable to offer fuel-free energy production (see the recent debacle of the Larivot plant project), we wonder how the multinational mining company would have suddenly found a miracle solution. How many hectares of forest would it take to destroy to install these photovoltaic panels? Dozens, hundreds?

In short, make no mistake, this is indeed a communication operation by Oréa Mining in order to reassure its partners. But in terms of timing, the multinational mining company made a bad calculation. While the World Conservation Congress officially opens its doors tomorrow in Marseille, in the presence of Mr. Macron, the Or de Question collective is urging the President of the Republic to take a clear position on this announcement and to give pledges on the final abandonment of the project.

Indeed, what to think of the adoption of new environmental standards in the mining code, announced with great fanfare by the government and the Minister of Ecological Transition Barbara Pompili in the Climate Act? Will they stand in the way of the project or is it still window dressing?

For the Or de Question collective, the climate crisis and the massive extinction of biodiversity that we are facing must impose societal choices on us. We don’t need this gold today, essential gold requirements in dentistry and technology represent only 6% of global gold consumption, which we could meet through recycling. In contrast, protecting the Amazon rainforest in French Guiana is a vital need for current and future generations. Faced with the government of Jair Bolsonaro and the predatory multinationals which are destroying the Amazon rainforest every day, France must be exemplary, which is more during the Congress of Nature, at the risk of discrediting itself.

At the start of the year, justice has already recognized the faulty failure of the French government in the fight against climate change, it is time to change course, we cannot accept this new project which will destroy the Amazon rainforest, our best asset. and our common heritage.

The Or de Question collective is once again calling for the definitive end of the mining industry in French Guiana.
