Le comité de pilotage du CHRU lance ses travaux demain

Composé de professionnels du secteur de la santé, de la formation et de la recherche, d’élus, de représentants de l’État, des personnels et des patients, de représentants des socioprofessionnels de Guyane, le comité territorial de pilotage du projet « CHRU de Guyane – Santé 2025 » se réunit pour la première fois ce jeudi, à l’université. Après plusieurs semaines d’échanges techniques, cette réunion marque le coup d’envoi officiel de la démarche collective qui construira le Centre Hospitalier Régional et Universitaire de Guyane.

Diversifier l’offre de soins en Guyane, sur le littoral comme à l’intérieur, créer des formations universitaires en santé, soutenir le travail des chercheurs, attirer des professionnels de santé, faire progresser les infrastructures de transport, numériques et de logement nécessaires… La création du centre hospitalier régional universitaire de Guyane, en 2025, nécessite d’avancer sur de nombreux chantiers. Le préfet, la directrice générale de l’Agence régionale de santé (ARS) le recteur et le président de la Collectivité territoriale (CTG) se sont mis d’accord sur les modalités de conduite du projet. Un Comité territorial de pilotage du projet « CHRU de Guyane – Santé 2025 » est constitué et débutera ses travaux demain jeudi.

Composé de professionnels du secteur de la santé, de la formation et de la recherche, mais aussi d’élus, de représentants de l’Etat, des personnels et des patients, de représentants des socioprofessionnels de Guyane, ce comité réunira régulièrement jusqu’en 2025 toutes les parties prenantes de ce vaste projet, particulièrement structurant pour le territoire. Présidé par le préfet et le président de la CTG, le comité comprendra 21 membres permanents et 59 membres consultatifs. Il sera organisé par la directrice générale de l’ARS qui en assumera le secrétariat général. Le recteur de Guyane, ainsi que le président de l’Université seront également membres permanents du comité.

Lors de la remise du rapport des inspections générales en mars dernier sur l’offre de soins en Guyane et la création du CHRU, les ministres ont insisté sur la nécessité de bien organiser la démarche projet et d’associer l’ensemble des acteurs. Le comité territorial de pilotage sera l’instance décisionnelle du projet. Il garantira la coordination du projet et la mise en œuvre des actions nécessaires, au fur et à mesure, jusqu’en 2025. La création de ce comité permet de trouver le meilleur équilibre entre la concertation élargie et la capacité à avancer concrètement, et dans les délais, sur le projet. Il s’agit d’un signal prometteur pour la suite des travaux.

Sans attendre ce lancement officiel, de nombreux professionnels de santé ont déjà entamé les échanges techniques nécessaires à la mise à jour prochaine du « Projet Régional de Santé » (PRS). C’est une étape importante car en France, le développement de nouvelles activités de soins est strictement encadré : si de nouvelles activités ne sont pas prévues au PRS elles peuvent ne pas être autorisées. Le PRS actuel a été rédigé en 2018, il doit donc être actualisé pour intégrer et soutenir la création du CHRU.

Ces échanges ont aussi permis de se pencher sur l’universitarisation des filières de santé en Guyane. Cela passe notamment par la création de deux années supplémentaires de formation en médecine et l’augmentation du nombre de PU-PH sur le territoire. Leur présence permettra à la fois de former les internes et de renforcer la dynamique de recherche.

La première réunion du Comité de pilotage territorial permettra de faire le point sur l’avancée de ces travaux et les échéances à venir. Les participants seront également invités à discuter et valider la charte de fonctionnement du comité territorial de pilotage. Leur prochaine réunion est d’ores et déjà fixée à la mi-octobre.

Composed of professionals from the health, training and research sector, elected officials, representatives of the State, staff and patients, representatives of socio-professionals from French Guiana, the territorial steering committee of the project " CHRU of French Guiana - Health 2025 ”meets for the first time this Thursday, at the university. After several weeks of technical discussions, this meeting marks the official start of the collective process that will build the Regional and University Hospital of French Guiana.

Diversify the healthcare offer in French Guiana, on the coast and inland, create university health training, support the work of researchers, attract health professionals, advance the necessary transport, digital and housing infrastructure ... The creation of the regional university hospital of French Guiana in 2025 requires progress on many projects. The prefect, the director general of the Regional Health Agency (ARS), the rector and the president of the Territorial Collectivity (CTG) have agreed on the modalities for carrying out the project. A Territorial Steering Committee for the “CHRU of French Guiana - Health 2025” project has been set up and will begin its work tomorrow Thursday.

Composed of professionals from the health, training and research sector, but also elected officials, representatives of the State, staff and patients, representatives of socio-professionals from French Guiana, this committee will meet regularly up to in 2025 all the stakeholders in this vast project, which is particularly structuring for the territory. Chaired by the prefect and the president of the CTG, the committee will include 21 permanent members and 59 advisory members. It will be organized by the director general of the ARS, who will act as the general secretariat. The rector of French Guiana, as well as the president of the University will also be permanent members of the committee.

When submitting the report of the general inspections last March on the healthcare offer in French Guiana and the creation of the CHRU, the ministers insisted on the need to properly organize the project approach and involve all stakeholders. The territorial steering committee will be the decision-making body of the project. It will ensure the coordination of the project and the implementation of the necessary actions, progressively, until 2025. The creation of this committee makes it possible to find the best balance between broad consultation and the ability to make concrete progress, and in deadlines, on the project. This is a promising signal for further work.

Without waiting for this official launch, many health professionals have already started the technical exchanges necessary for the upcoming update of the “Regional Health Project” (PRS). This is an important step because in France, the development of new care activities is strictly supervised: if new activities are not provided for in the PRS they may not be authorized. The current PRS was drafted in 2018, so it must be updated to integrate and support the creation of the CHRU.

These exchanges also made it possible to look at the universityization of the health sectors in French Guyana. This involves in particular the creation of two additional years of medical training and the increase in the number of PU-PH in the territory. Their presence will both train interns and strengthen research dynamics.

The first meeting of the Territorial Steering Committee will provide an update on the progress of this work and the upcoming deadlines. Participants will also be invited to discuss and validate the operating charter of the territorial steering committee. Their next meeting is already scheduled for mid-October.
