Gabriel SERVILLE en déplacement en métropole

Gabriel SERVILLE, Président de la Collectivité Territoriale de Guyane (CTG) est actuellement en déplacement dans l’Hexagone dans le cadre de plusieurs rendez-vous et évènements portants sur des dossiers majeurs pour la Guyane (Numérique, Energie, Tourisme, Coopération, urgence démographique, Economie et Investissements) et pour lesquels il est appuyé d’une délégation d’élus territoriaux.

Numérique

Une réunion de travail avec l’Agence Nationale de la Cohésion des Territoires sur le déploiement du Très Haut Débit en Guyane et la couverture numérique du territoire dans sa globalité a eu lieu le 2 octobre 2021. Il a notamment été question de :
-L’accélération du calendrier avec l’enjeu important de réduire la fracture numérique fragilisant les populations déjà géographiquement enclavées alors même que l’heure est à la dématérialisation et au développement des services numériques ;
-La sécurisation des 40 millions d’euros annoncés pour le numérique guyanais dans le cadre du Plan de relance a également été au centre des échanges.

Energie

Une rencontre avec la commission de l’Energie (CRE) qui a eu lieu le 6 octobre 2021 a permis à la délégation d’aborder des sujets majeurs pour le territoire :
-l’augmentation de la capacité de la centrale du Larivot ;
-l’électrification des écarts ;
-la stratégie commune Etat/CTG dans le cadre de la prochaine révision de la Programmation Pluriannuelle de l’Energie notamment pour favoriser la levée des freins existants en terme de micro-biomasse.

Coopération entre les régions

Gabriel SERVILLE a participé à deux rendez-vous importants :

-le 17 ème Congrès des Régions de France qui se tenait le 30 septembre dernier à Montpellier. Au centre des discussions : le rôle des régions dans la crise sanitaire et la décentralisation ;
-une rencontre avec Valérie PECRESSE, Présidente de la Région Île-de-France, durant laquelle a été abordée la question de la coopération entre les deux territoires sur le plan sanitaire. Suite au courrier adressé par Gabriel SERVILLE à l’Association des Régions de France requérant le soutien des régions à la Guyane face au contexte sanitaire actuel, la région Île-de-France a en effet fait part de sa volonté de fournir une aide au territoire guyanais par le biais d’un acheminement de matériel médical.

Également au cœur des discussions : les éléments structurants de la politique de développement économique de la Guyane portée par la majorité et ses priorités dans le domaine de l'éducation, des infrastructures et du tourisme notamment.

• Tourisme
Deux temps forts sont à retenir :

- L’inauguration, le mardi 05 octobre 2021, de la nouvelle antenne parisienne du Comité du Tourisme de la Guyane par Gabriel Serville et Jean-Luc Le West, vice-président délégué au développement économique et au tourisme et président du Comité du Tourisme de la Guyane. Cette nouvelle vitrine de la Destination Guyane sur les marchés extérieurs, située au 5, rue de Stockholm dans le 8ème arrondissement de Paris, offre des locaux plus fonctionnels de plus 120 m2 de surface ;
- La participation de la Guyane et de la délégation CTG au salon Top Résa.

-> Les objectifs : développer la visibilité de la destination Guyane, présenter les actualités et les évolutions de la destination Amazonie Française, entretenir les partenariats et développer de nouveaux contacts avec les réseaux de distribution
nationaux et internationaux

• Urgence démographique
Une rencontre avec les représentants de la Commission Nationale d’Evaluation du Recensement de la Population (CNERP) et de l’Institut National de la Statistique et des Études(INSEE) était organisée ce jeudi 7 octobre 2021.

- Face aux interrogations sur le caractère inadapté des méthodes de comptage compte-tenu des spécificités de la Guyane, la CNERP s’est dit prête à mettre en place un groupe de travail auquel participerait la CTG, dédié à évaluer les potentielles divergences entre la perception du terrain et les chiffres.
- Il appartiendra à la CTG de mettre en exergue les principaux points d’écarts éventuels, ainsi que les communes qui pourraient servir de test.

• Économie et Investissements
Une rencontre avec Éric Lombard, Directeur Général de la Caisse des Dépôts, organisée le vendredi 1er octobre 2021, a permis d’aborder les questions suivantes :

-l’identification des filières structurantes de l’économie guyanaise. L’occasion pour les différentes parties de mener une réflexion commune sur cette question ;
-la sollicitation d’un accompagnement en ingénierie di plan pluriannuel d’investissement de la Collectivité Territoriale de Guyane ;
-les perspectives ouvertes par le changement de statut de l’aéroport Félix Eboué à l’horizon 2023.

Gabriel SERVILLE, President of the Territorial Collectivity of French Guiana (CTG) is currently traveling in France as part of several meetings and events on major issues for French Guiana (Digital, Energy, Tourism, Cooperation, demographic emergency, Economy and Investments) and for which it is supported by a delegation of local elected representatives.

Digital

A working meeting with the National Agency for Territorial Cohesion on the deployment of Very High Speed broadband in French Guiana and the digital coverage of the territory as a whole took place on October 2, 2021. It was notably a question of:
-The acceleration of the schedule with the important stake of reducing the digital divide weakening populations already geographically isolated even though the time has come for dematerialization and the development of digital services;
- Securing the 40 million euros announced for Guianese digital as part of the recovery plan was also at the center of discussions.

Energy

A meeting with the Energy Commission (CRE) which took place on October 6, 2021 enabled the delegation to discuss major issues for the territory:
-increasing the capacity of the Larivot plant;
-electrification of the gaps;
-the joint State / CTG strategy within the framework of the next revision of the Multi-year Energy Programming, in particular to promote the lifting of existing obstacles in terms of micro-biomass.

Cooperation between regions

Gabriel SERVILLE took part in two important meetings:

-the 17th Congress of Regions of France which was held on September 30 in Montpellier. At the center of the discussions: the role of the regions in the health crisis and decentralization;
-a meeting with Valérie PECRESSE, President of the Île-de-France Region, during which the issue of cooperation between the two territories in terms of health was discussed. Following the letter sent by Gabriel SERVILLE to the Association of Regions of France requesting the support of the regions to French Guiana in the face of the current health context, the Île-de-France region has indeed expressed its willingness to provide assistance to the Guyanese territory through the delivery of medical equipment.

Also at the heart of the discussions: the structuring elements of the economic development policy of French Guiana supported by the majority and its priorities in the fields of education, infrastructure and tourism in particular.

• Tourism
Two highlights should be remembered:

- The inauguration, on Tuesday October 05, 2021, of the new Parisian branch of the French Guiana Tourism Committee by Gabriel Serville and Jean-Luc Le West, Deputy Vice-President for Economic Development and Tourism and President of the Tourism Committee from French Guiana. This new showcase of Destination Guyane on external markets, located at 5, rue de Stockholm in the 8th arrondissement of Paris, offers more functional premises of over 120 m2;
- The participation of French Guiana and the CTG delegation at the Top Résa show.

-> The objectives: develop the visibility of the French Guiana destination, present the news and developments of the French Amazon destination, maintain partnerships and develop new contacts with national and international distribution networks

• Demographic emergency
A meeting with representatives of the National Commission for the Evaluation of the Population Census (CNERP) and the National Institute of Statistics and Studies (INSEE) was organized this Thursday, October 7, 2021.

- Faced with questions about the unsuitable nature of the counting methods given the specificities of French Guiana, the CNERP said it was ready to set up a working group in which the CTG would participate, dedicated to assessing the potential discrepancies between the perception of the terrain and the figures.
- It will be up to the CTG to highlight the main possible points of deviation, as well as the municipalities that could serve as a test.

• Economy and Investments
A meeting with Éric Lombard, Chief Executive Officer of Caisse des Dépôts, organized on Friday October 1, 2021, addressed the following questions:

-identification of the structuring sectors of the Guianese economy. The opportunity for the different parties to reflect on this issue together;
-the request for engineering support for the multi-year investment plan from the Territorial Collectivity of French Guiana;
-the prospects opened up by the change in status of Félix Eboué airport by 2023.
