Appel à manifestation d’intérêt : permis B adapté aux personnes en situation de handicap

Dans le cadre des travaux de son Schéma Territorial de l'Autonomie, la Collectivité Territoriale de Guyane (CTG), lance un appel à manifestation d’intérêt pour la mise en place du permis B adapté aux personnes en situation de handicap.

La subvention servira à :
- L'aménagement d'un ou plusieurs véhicules
- La formation des intervenants

Il s’agit de permettre l’accès au permis B sans surcoût, aux personnes en situation de handicap. L’enveloppe budgétaire annuelle de cette subvention s'élèvera à 35.000 € maximum.

- Les porteurs éligibles
Toute personne morale peut déposer un dossier, quel que soit son statut juridique : société, associations, collectivités locales ou territoriales, EPCI.

- Conditions d’éligibilité
- Avoir une existence juridique d’au moins un an révolu
- Être en capacité de soutenir économiquement et financièrement le projet proposé (analyse financière par la Collectivité Territoriale de Guyane des comptes de résultat, des bilans)
- Avoir retourné le dossier dûment complété ainsi que les pièces à joindre avant la date butoir

- Modalités de dépôt des candidatures
Chaque candidat devra adresser au Président de la Collectivité Territoriale de Guyane, en une seule fois, par courrier recommandé avec accusé de réception à la Direction de l’Autonomie, avant le 30 Décembre 2021 à 12 heures un dossier de candidature sous la forme suivante :

- Deux exemplaires en version papier, au 19, Rue Schœlcher, 97300 Cayenne
- Une version dématérialisée devra être adressée à l’adresse suivante : geraldine.hotinnoe@ctguyane.fr

Des précisions complémentaires pourront être sollicitées par messagerie à la même adresse.

-Modalités de présentation et de sélection du projet

Procédure et instruction :

Les dossiers doivent être composés des éléments suivants :
- Le courrier de manifestation d’intérêt comprenant : l’objet de la proposition (reformulation des attentes de l’appel à manifestation d’intérêt), la présentation du candidat et des intervenants affectés à la mission, diplôme et référence sur des actions similaires;
- La description des modalités de prise en charge des personnes en situation de handicap Propositions du budget d’intervention, suivi de devis;
- Pour les associations, un exemplaire des statuts

L'extrait K-Bis de l'entreprise ou fiche INSEE pour les associations daté de moins de 3 mois
- Les bilans comptables de l'année N-1
- Tous les éléments permettant de garantir la qualité de la prise en charge sans surcoût pour le bénéficiaire

As part of the work of its Territorial Autonomy Scheme, the Territorial Collectivity of French Guiana (CTG) is launching a call for expressions of interest for the implementation of the B permit adapted to people with disabilities.

The grant will be used to:
- The arrangement of one or more vehicles
- Training of stakeholders

This is to allow access to the B permit at no additional cost, to people with disabilities. The annual budget envelope for this grant will amount to a maximum of € 35,000.

- Eligible holders
Any legal person can submit a file, regardless of their legal status: company, associations, local or regional authorities, EPCI.

- Conditions of eligibility
- Have a legal existence of at least one year completed
- Be able to economically and financially support the proposed project (financial analysis by the Territorial Collectivity of Guyana of income statements, balance sheets)
- Have returned the duly completed file as well as the documents to be attached before the deadline

- Procedures for submitting applications
Each candidate must send the President of the Territorial Collectivity of French Guiana, all at once, by registered letter with acknowledgment of receipt to the Department of Autonomy, before December 30, 2021 at 12 noon an application in the following form:

- Two copies in paper version, at 19, Rue Schœlcher, 97300 Cayenne
- A dematerialized version should be sent to the following address: geraldine.hotinnoe@ctguyane.fr

Additional details may be requested by courier at the same address.

-Modalities of presentation and selection of the project

Procedure and instruction:

The files must consist of the following elements:
- The expression of interest letter including: the subject of the proposal (reformulation of the expectations of the call for expression of interest), the presentation of the candidate and the speakers assigned to the mission, diploma and reference on similar actions ;
- Description of the arrangements for taking care of people with disabilities Proposals for the intervention budget, follow-up of quotes;
- For associations, a copy of the statutes

The company's K-Bis extract or INSEE file for associations dated less than 3 months
- Accounting balance sheets for year N-1
- All the elements making it possible to guarantee the quality of the care at no additional cost for the beneficiary
