Appel à projets « Un toit pour tous en Outre-mer »

Dans le cadre du Plan logement outre-mer (PLOM) 2019-2022, un appel à projets « Un toit pour tous en Outre-mer (TOTEM)) » a été lancé mi-juillet 2021 par le Plan urbanisme construction architecture (PUCA). afin d’inciter les professionnels du bâtiment à proposer des constructions « modulaires » à un coût concurrentiel par rapport à celui de l’habitat spontané.

Le développement d’une offre de logement à un coût accessible pour les plus démunis, de qualité, constitue un enjeu majeur pour permettre la résorption de l’habitat indigne, potentiellement dangereux pour les populations concernées et la plupart du temps néfaste à l’environnement.

Les membres d’un jury, composé de membres de l’État, de collectivités locales et d’acteurs de la filière, ont sélectionnés 8 dossiers, sur les 20 qui ont été établis pour une intervention en Guyane :

- J.P.L ARCHITECTURE
- JUNGLE ARCHITECTE GROUP (JAG)
- RELIOS ARCHITECTURE
- BL’AK SAS
- KOZ ARCHITECTES SAS
- PEERDEO SINGH

Les groupements retenus ont bénéficié d’un financement de 15 000 € Afin d’affiner leur projet et d’en assurer la cohérence avec les ressources et les besoins du territoire, la DGTM et le PUCA ont organisé 3 jours d’échanges entre les groupements venus de Guyane, des DOM et de Métropole.

Une journée a eu lieu à Cayenne, avec pour thème la filière de la construction. Les services de l’État sont intervenus, ainsi que l’ordre des architectes, l’association AQUAA et la SIGUY. Le lendemain les participant se sont rendu au Centre d’interprétation d’Architecture et du Patrimoine (CIAP) de Saint-Laurent du Maroni pour un échange sur les modes d’habitats locaux, avec le Centre de ressources des politiques de la ville, la Caisse d’Allocations familiales et la Direction Générale de la Cohésion et des Populations.

Les échanges ont été riches et des maîtres d’ouvrage tel la SIGUY ou Cap Accession Guyane ont déjà manifesté leur intérêt pour le développement de ces nouvelles solutions de logement guyanaises.

The members of a jury, made up of members of the State, local authorities and industry players, selected 8 files, out of the 20 that were established for an intervention in French Guiana:

The next day, the participants went to the Center for the Interpretation of Architecture and Heritage (CIAP) in Saint-Laurent du Maroni for an exchange on local habitat modes, with the City Policy Resource Center, the Family Allowance Fund and the General Directorate of Cohesion and Populations.

The discussions were rich and clients such as SIGUY or Cap Accession Guyane have already expressed their interest in the development of these new Guianese housing solutions.
