Signature d’un contrat de financement entre l’État et la CTG

Ce mardi 18 janvier 2022, Gabriel Serville, président de la Collectivité Territoriale de Guyane (CTG), et Sébastien Lecornu, ministre des Outre-mer, ont signé un contrat de financement de 40 millions €. La CTG et l’Etat se sont ainsi accordés sur la mise en place d’une contractualisation visant à répondre aux enjeux budgétaires de la Collectivité.

Le présent accord structurel a pour objectif de formaliser les engagements respectifs de la Collectivité et de l'Etat en 2022 afin de rendre la gestion de la Collectivité plus performante et de stabiliser à terme sa structure financière :

« La convention que nous avons signée est le résultat d’une volonté collective des Élus de Guyane de travailler avec le Gouvernement et des efforts déjà consentis avec les agents qui nous ont permis de nous conduire vers une trajectoire vertueuse.

Avec ces 40 millions € d’accompagnement financier, l’avenir sera bien évidemment aux couleurs de la jeunesse. C’est pour elle que nous travaillons et que nous nous efforçons de jeter les bases de ce que sera la Guyane de demain car nous en sommes tous convaincus, la formation est la clé de la réussite. »

Pour rappel :

En Octobre 2021, un premier accord intermédiaire de 30 millions € a été signé entre l’Etat et la CTG, permettant ainsi à la Collectivité :

▪ de solder l'ensemble des emprunts toxiques
▪ et de soutenir les investissements en cours réalisés pour les casernes de pompiers, les collèges et lycées

De plus, les travaux de négociation menés par l’Exécutif territorial avec l’Etat tout au long du second semestre 2021 ont permis de définir les bases d’un accord structurel pour un soutien financier pluriannuel de la CTG de 40 millions € par an, en 2022 et 2023 (vote du jeudi 16 décembre 2021 de l’Assemblée de Guyane sur le projet d’accord structurel Etat/Collectivité Territoriale de Guyane).

Ainsi :
▪ La Collectivité s’engage dans un ambitieux processus de performance et de maîtrise de ses dépenses afin d’optimiser la gestion de l’argent public
▪ L’Etat s’engage à accompagner financièrement la Collectivité sur la période 2021-2023 au travers d’une dotation de fonctionnement (110 millions € sur la période)
▪ l’Etat et la Collectivité engagent un travail conjoint afin de revoir la fiscalité locale d’ici à 2024

This Tuesday, January 18, 2022, Gabriel Serville, President of the Territorial Collectivity of French Guiana (CTG), and Sébastien Lecornu, Minister for Overseas Territories, signed a financing contract of €40 million. The CTG and the State have thus agreed on the establishment of a contractual arrangement aimed at meeting the budgetary challenges of the Collectivity.

The purpose of this structural agreement is to formalize the respective commitments of the Collectivity and the State in 2022 in order to make the management of the Collectivity more efficient and to stabilize its financial structure in the long term:

“The agreement that we have signed is the result of a collective will of the elected officials of French Guiana to work with the Government and of the efforts already made with the agents which have enabled us to lead us towards a virtuous trajectory.

With these €40 million in financial support, the future will obviously be in the colors of youth. It is for her that we work and that we strive to lay the foundations of what will be the French Guiana of tomorrow because we are all convinced that training is the key to success. "

As a reminder :

In October 2021, a first interim agreement of €30 million was signed between the State and the CTG, thus allowing the Collectivity:

▪ pay off all toxic loans
▪ and to support ongoing investments made for fire stations, colleges and high schools

In addition, the negotiation work carried out by the Territorial Executive with the State throughout the second half of 2021 made it possible to define the bases of a structural agreement for multi-annual financial support from the CTG of €40 million per year, in 2022 and 2023 (vote of Thursday, December 16, 2021 of the Assembly of French Guiana on the draft structural agreement between the State and the Territorial Collectivity of French Guiana).

Thereby :
▪ The Collectivity is committed to an ambitious process of performance and control of its expenditure in order to optimize the management of public money
▪ The State undertakes to financially support the Collectivity over the period 2021-2023 through an operating grant (€110 million over the period)
▪ the State and the Collectivity undertake joint work to review local taxation by 2024
