Retour sur l'interpellation de la Cheffe Coutumière de Trois Palétuviers, Édouard Mirzette

Suite à l'interpellation de la Cheffe Coutumière de Trois Palétuviers Édouard Mirzette, par rapport à la mise en place d’un nouveau chef coutumier dans son village par le maire de Saint Georges de l'Oyapock. La fédération Parikweneh saisit les autorités coutumières Parikweneh et les organisations autochtones pour répondre à cette ingérence irrespectueuse envers nos droits coutumiers et nos chefferies en organisant ce putsch contre la cheffe Édouard.

- Nous dénonçons que le maire Georges Elfort ait dépassé ses champs de compétences et de juridiction en s’immisçant dans la gestion des fonctions de l’autorité coutumière en organisant une tentative de destitution de chef coutumier au village Trois Palétuvier sans concertation de la cheffe actuel, le 30 avril 2022.

- Comme le rappellent les articles 18, 19 et 20 de la Déclaration Internationale des Nations Unies sur les Droits des Peuples Autochtones, adoptée par la France, le choix du dirigeant qui est l’autorité coutumière, est une instance protégée. Seule une instance compétente reconnue par les Peuples Autochtones et placée auprès de l’État comme le Grand Conseil Coutumier, en concertation avec la population concernée, aurait un droit de regard pour accompagner à un éventuel changement de chef.

- Nous condamnons l’attitude du Maire qui a établi un rapport de supériorité entre l’institution qu’est la mairie et l’institution que représente l’autorité coutumière. Il s'est donc octroyé un droit de gouvernance sur les Peuples Autochtones. Cela constitue un acte méprisant et néo-colonialiste envers le peuple Parikweneh et les Peuples Autochtones de Guyane.

- Nous exigeons le respect de nos autorités coutumières et de nos droits internationaux par l’ensemble des institutions de l’État, et la garantie que l’Etat puisse le faire respecter dans chacune de ses instances.

- Nous rappelons qu’une consultation, préalable, libre, éclairée et en connaissance de cause de la population de Trois Palétuviers a été faite avec la présence du chef représentant Parikweneh Jean Narcis qui siège au Grand Conseil Coutumier, les membres de la Fédération Parikweneh et sa représentante Claudette LABONTE. Il n’y a eu aucune aide quelconque de la mairie de Saint-Georges de l’Oyapock sur la procédure faite avant la désignation officielle de la cheffe coutumière Édouard Mirzette, désignation observée et reconnue par ses pairs sous le regard du Grand Conseil Coutumier le 9 novembre 2019.

À ce jour, les autorités coutumières Parikweneh ne reconnaissent que la cheffe Edouard Mirzette qui a été mise en place par la population du village de Trois Palétuviers. La résolution des conflits internes au village sont donc sous la responsabilité première de l’autorité coutumière concernée.

Following the questioning of the Customary Chief of Trois Palétuviers Édouard Mirzette, in relation to the establishment of a new customary chief in her village by the mayor of Saint-Georges de l'Oyapock. The Parikweneh federation seizes the customary Parikweneh authorities and indigenous organizations to respond to this disrespectful interference with our customary rights and our chiefdoms by organizing this putsch against Chief Édouard.

- We denounce that the mayor Georges Elfort has exceeded his areas of competence and jurisdiction by interfering in the management of the functions of customary authority by organizing an attempt to dismiss a customary chief in the village of Trois Palétuvier without consulting the current chief. , April 30, 2022.

- As Articles 18, 19 and 20 of the United Nations International Declaration on the Rights of Indigenous Peoples, adopted by France, remind us, the choice of the leader who is the customary authority is a protected body. Only a competent authority recognized by the Indigenous Peoples and placed with the State such as the Grand Customary Council, in consultation with the population concerned, would have a right of inspection to accompany a possible change of chief.

- We condemn the attitude of the Mayor who has established a relationship of superiority between the institution that is the town hall and the institution that represents customary authority. It has therefore granted itself a right of governance over the Aboriginal Peoples. This constitutes a contemptuous and neo-colonialist act towards the Parikweneh people and the Indigenous Peoples of French Guiana.

- We demand respect for our customary authorities and our international rights by all State institutions, and the guarantee that the State can enforce this in each of its instances.

- We recall that a prior, free, informed and knowledgeable consultation of the population of Trois Mangroves was made with the presence of the chief representative Parikweneh Jean Narcis who sits on the Grand Customary Council, the members of the Parikweneh Federation and its representative Claudette LABONTE. There was no help whatsoever from the town hall of Saint-Georges de l'Oyapock on the procedure carried out before the official appointment of the customary chief Édouard Mirzette, a designation observed and recognized by his peers under the gaze of the Grand Conseil Coutumier on November 9, 2019.

To date, the customary Parikweneh authorities only recognize Chief Edouard Mirzette, who was put in place by the population of the village of Trois Palétuviers. The resolution of internal conflicts in the village is therefore the primary responsibility of the customary authority concerned.
