Création de la 1ère filiale EPFA Guyane/Action Logement

Face à la dégradation de nombreux immeubles en centre-ville et aux besoins en matière de production de logement en Guyane, Action Logement et l’EPFA Guyane annoncent, à l’issue de l’Assemblée Générale constitutive du 25 mai 2022, la création de la Société Immobilière et Foncière d’Aménagement de la Guyane, la SIFAG.

Structure agile et qualifiée pour intervenir sur les problématiques des centres-villes, la SIFAG conjugue les expertises respectives de l’EPFA Guyane en tant qu’opérateur et aménageur et d’Action Logement Immobilier (ALI) en tant que constructeur, afin d’accompagner les communes dans leurs projets de revitalisation des centres-bourgs.

Présidée par Thara GOVINDIN, la SIFAG est détenue à égalité entre ALI et l’EPFA Guyane. Son Conseil d’Administration sera composé de 8 administrateurs (4 EPFAG / 4 ALI).

L’opérateur interviendra sur l’ensemble du territoire guyanais majoritairement en centre-ville, avec un objectif de création de 300 logements abordables dans un délai court, soit un investissement prévisionnel de 40 M€.

La création de la SIFAG s’inscrit dans le cadre du Plan d’Investissement Volontaire Outre-mer (PIV DROM), lancé par les Partenaires sociaux d’Action Logement en 2019. Il prévoit un effort en faveur du logement ultra-marin d’une ampleur inédite, à hauteur de 1,5 milliard d’€ et prévoit pour la Guyane la production de 2 979 logements dont 490 logements très sociaux et la réhabilitation de 1 393 logements. Depuis 2020, ce sont 181 millions d’€ qui ont été investis dans ce territoire par le Groupe.

A travers la SIFAG, Action Logement renforce son investissement en Guyane en complément des dispositifs d’ores et déjà déployés :
✓ Dans le cadre du programme de Renouvellement Urbain (NPNRU) à Cayenne, Matoury et à St-Laurent du Maroni, avec 90M€ de subvention ANRU, dont 72% financés par Action Logement et, depuis 2018, le déploiement du Programme Action Cœur de Ville à Cayenne et Saint-Laurent du Maroni.
✓ Dans le cadre du déploiement des aides et services d’Action Logement Services avec depuis 2018, plus de 2 200 ménages guyanais accompagnés dans leur projet logement pour 5,3M€.

Thara Govindin, Présidente de la SIFAG souligne, « Comme l’avait annoncé le Président du groupe Action Logement, Bruno Arcadipane, lors de sa visite officielle en mars 2022, la création de cet opérateur partenarial est un engagement d’Action Logement pour accompagner le développement du territoire et améliorer les conditions de vie des guyanaises et des guyanais. Avec la SIFAG, Action Logement contribuera à loger plus efficacement les ménages à proximité de leur lieu de travail et participera à la revitalisation des centres-villes aux côtés des collectivités. »

Gabriel Serville, Vice-Président de la SIFAG ajoute « En Guyane, la construction ou la rénovation de logements est une priorité, compte tenu de l’évolution démographique et des modifications dans les modes d’habiter, combinée avec l’émergence progressive d’une conscience environnementale. La SIFAG vient compléter la gamme des opérateurs actifs sur le territoire, en offrant la capacité de mieux répondre aux besoins exprimés des cœurs de ville et en soutenant la mixité sociale, avec des programmes qui iront de l’intermédiaire au très social. Aux côtés des maires et des réseaux associatifs, je serai attentif à ce que nous relevions collectivement le défi d’une politique en faveur du logement qui soit pleinement en phase avec les caractéristiques et les attentes de la Guyane. »


Faced with the deterioration of many buildings in the city center and the needs in terms of housing production in French Guiana, Action Logement and EPFA Guyane announce, following the Constitutive General Assembly of May 25, 2022, the creation of the Real Estate and Land Development Company of French Guiana, SIFAG.

An agile and qualified structure to intervene on city center issues, SIFAG combines the respective expertise of EPFA French Guiana as an operator and developer and Action Logement Immobilier (ALI) as a builder, in order to support municipalities in their town center revitalization projects.

Chaired by Thara GOVINDIN, SIFAG is owned equally by ALI and EPFA Guyana. Its Board of Directors will be made up of 8 directors (4 EPFAG / 4 ALI).

The operator will operate throughout French Guiana, mainly in the city center, with the aim of creating 300 affordable housing units in a short time, i.e. a projected investment of €40 million.

The creation of SIFAG is part of the Overseas Voluntary Investment Plan (PIV DROM), launched by the social partners of Action Logement in 2019. It provides for an effort in favor of overseas housing in an unprecedented scale, to the tune of €1.5 billion and provides for the production of 2,979 housing units for French Guiana, including 490 very social housing units and the rehabilitation of 1,393 housing units. Since 2020, the Group has invested €181 million in this region.

Through SIFAG, Action Logement is strengthening its investment in French Guiana in addition to the measures already deployed:
✓ As part of the Urban Renewal program (NPNRU) in Cayenne, Matoury and St-Laurent du Maroni, with €90 million in ANRU subsidies, 72% of which are financed by Action Logement and, since 2018, the deployment of the Action Cœur de City in Cayenne and Saint-Laurent du Maroni.
✓ As part of the deployment of aid and services from Action Logement Services with, since 2018, more than 2,200 Guyanese households supported in their housing project for €5.3 million.

Thara Govindin, President of SIFAG underlines, "As announced by the President of the Action Logement group, Bruno Arcadipane, during his official visit in March 2022, the creation of this partnership operator is a commitment by Action Logement to support the development of the territory and improve the living conditions of Guyanese men and women. With SIFAG, Action Logement will contribute to housing households more efficiently near their place of work and will participate in the revitalization of city centers alongside communities. »

Gabriel Serville, Vice-President of SIFAG adds "In French Guiana, the construction or renovation of housing is a priority, given the demographic evolution and changes in the way of living, combined with the gradual emergence of environmental awareness. Alongside the mayors and associative networks, I will be attentive to ensuring that we collectively take up the challenge of a policy in favor of housing that is fully in line with the characteristics and expectations of French Guiana. »
