Bilan du Plan d’urgence pour la Guyane : Volet aménagements et collectivités

Les mesures de soutien aux collectivités ont été mises en œuvre en totalité et au-delà des engagements initiaux. Quant aux équipements structurants, le Pont du Larivot a été engagé au-delà de son coût initial et les projets de doublement des Routes Nationales sont en cours d’études.

Suite aux mouvements sociaux de mars et avril 2017 en Guyane, un accord final de sortie de crise a été signé entre le Gouvernement et le collectif « Pou Lagwiyann Dékolé » le 21 avril 2017. Dans cet accord, le Plan d’urgence pour la Guyane (PUG) comprend 30 mesures valorisées à 1,086 milliard d’euros, mesures portées exclusivement par l’État1.

Le quatrième et dernier volet du Plan d’urgence pour la Guyane portant sur les aménagements et les collectivités comprend 6 mesures, dont 3 mesures sur les équipements structurants et 3 mesures de soutien aux collectivités locales.

Les mesures de soutien à la collectivité territoriale de Guyane ont été réalisées en totalité : le prêt contracté par la CTG auprès de l’AFD pour 53 millions d’euros a été transformé en subvention exceptionnelle dès fin 2017 et le fonds de compensation du RSA a été porté à 50 millions d’euros jusqu’à la recentralisation du RSA en 2019. En outre, au-delà des engagements des Accords de Guyane, la collectivité a bénéficié d’une aide exceptionnelle de 30 millions d’euros en 2021 et continuera de percevoir de nouvelles aides jusqu’en 2023 dans le cadre de l’accord structurel.

Les engagements en matière d’équipements structurants sont en cours de mise en œuvre. Le nouveau Pont du Larivot est financé dans sa totalité à hauteur de 190 millions d’euros, soit 90 millions d’euros de plus que ce qui a été engagé initialement, les travaux ont démarré en mars 2022. Les autres projets (doublement de portions de la RN1 et RN2) sont encore en phases d’études. Sur la RN1, des études globales sont menées par l’État en vue des travaux des Maringouins jusqu’à Soula en 2025/2026. Sur la RN2, concernant la portion Balata-PROGT, sous maîtrise d’ouvrage déléguée de la CTG, les études sont réalisées et le marché sera prochainement notifié.

Le volet Aménagements – Collectivités du plan d’urgence Guyane représente un investissement pour l’État d’environ 422 millions d’euros : 212 millions d’euros ont été versés pour le soutien à la collectivité territoriale et 210 millions d’euros ont été engagés pour les aménagements structurants.

The community support measures have been implemented in full and beyond the initial commitments. As for the structuring equipment, the Larivot Bridge has been committed beyond its initial cost and the projects for doubling the National Roads are under study.

Following the social unrest of March and April 2017 in Guyana, a final crisis resolution agreement was signed between the Government and the "Pou Lagwiyann Dékolé" collective on April 21, 2017. In this agreement, the Emergency Plan for French Guiana (PUG) includes 30 measures valued at 1.086 billion euros, measures carried out exclusively by the State1.

The fourth and final part of the Emergency Plan for French Guiana relating to facilities and communities includes 6 measures, including 3 measures on structuring equipment and 3 support measures for local authorities.

The support measures for the local authority of French Guiana have been implemented in full: the loan contracted by CTG from AFD for 53 million euros was transformed into an exceptional grant at the end of 2017 and the RSA compensation fund was increased to 50 million euros until the recentralization of the RSA in 2019. In addition, beyond the commitments of the Guyana Agreements, the local authority benefited from exceptional aid of 30 million euros in 2021 and will continue to receive new aid until 2023 under the structural agreement.

Commitments in terms of structuring equipment are being implemented. The new Pont du Larivot is financed in its entirety to the tune of 190 million euros, i.e. 90 million euros more than what was initially committed, work started in March 2022. The other projects (doubling of portions of RN1 and RN2) are still in the study phase. On the RN1, global studies are being carried out by the State for the work of the Maringouins up to Soula in 2025/2026. On the RN2, concerning the Balata-PROGT portion, under the delegated contracting authority of the CTG, the studies are carried out and the market will be notified shortly.

The Developments – Communities component of the Guyana emergency plan represents an investment for the State of approximately 422 million euros: 212 million euros were paid for support to the local authority and 210 million euros have been committed for the structuring developments.
