L’état d’urgence sanitaire, décrété par les pouvoirs publics français pour faire face à la pandémie mondiale du COVID 19, a profondément impacté la société guyanaise. Au moins autant que la pandémie, la gestion de la lutte contre celle-ci a créé des situations très largement inédites, face auxquelles la résignation, la peur, l’indifférence, la lassitude ou la révolte ont pu se succéder ou se cumuler.

Le moment semble à présent venu de dresser un bilan plus objectif de l’application de ce régime dérogatoire et exceptionnel. C’est l’ambition que se sont donnés le Tribunal administratif de la Guyane et le DFR SJE de l’Université de Guyane dans le cadre de la journée d’études du mardi 15 novembre 2022. Une première table-ronde permettra de revenir sur l’encadrement administratif et juridique de l’état d’urgence sanitaire. La seconde table-ronde s’attachera au déroulement de la vie quotidienne en temps d’état d’urgence sanitaire. Des moments d’échange avec le public fourniront des éclairages complémentaires également très attendus. 

The DFR Sciences Juridiques et Économiques of the University of Guyana and the Administrative Court of Guyana are holding a press conference to announce the study day that will focus on the assessment of the state of health emergency in Guyana. The conference will take place on Monday, November 14, 2022 at 4:00 p.m. in the meeting room of Building E (SJE) on the Troubiran campus.

The state of health emergency, decreed by the French government to deal with the global pandemic of COVID 19, has had a profound impact on Guyanese society. At least as much as the pandemic, the management of the fight against it has created situations largely unprecedented, in the face of which resignation, fear, indifference, lassitude or revolt have succeeded one another or accumulated.

The time has now come to draw up a more objective assessment of the application of this exceptional and derogatory system. This is the ambition of the Administrative Court of French Guyana and the DFR SJE of the University of Guyana within the framework of the study day of Tuesday, November 15, 2022. The first round-table will review the administrative and legal framework of the state of health emergency. The second round table will focus on the daily life during a state of health emergency. Exchanges with the public will provide additional insights that are also highly anticipated.
