Poursuite de la mise en œuvre des Accords de Guyane

La Cité judiciaire de Cayenne, la création d’un Tribunal de grande instance et d’un établissement pénitentiaire à Saint-Laurent du Maroni, trois engagements phare du Plan d’urgence pour la Guyane (PUG) d’avril 2017, se concrétisent.

Le 20 mars 2023, l’adjoint au directeur général et les équipes de l’Agence publique pour l’immobilier de la Justice (APIJ) ont rencontré le préfet de Guyane et le secrétaire général des services de l’État, en présence de la coordinatrice du secrétariat général du ministère de la Justice en Guyane, pour un point de situation sur les grands projets immobiliers en cours de déploiement. Cette visite s’inscrit pleinement dans la dynamique lancée par la visite du Garde des sceaux qui avait eu lieu en Guyane en décembre 2022, avec le ministre de l’Intérieur et des Outre-mer et le ministre en charge des douanes.

Un point précis a pu être fait sur l’avancement de deux projets de Cités judiciaires de Cayenne et de Saint- Laurent du Maroni, au bénéfice de la sécurité des Guyanais :

À Cayenne, un dialogue compétitif a été engagé pour désigner le groupement qui concevra, réalisera et entretiendra la nouvelle Cité judiciaire. Celle-ci intégrera les juridictions de première instance, un silo d’archives judiciaires et le tribunal administratif. Dans le courant de l’année 2023, une enquête publique permettra à la population de s’exprimer sur la déclaration d’intérêt général du projet, qui permettra par ailleurs de mettre en compatibilité les documents d’urbanisme. La Cité judiciaire de Cayenne sera livrée en 2027.
À Saint-Laurent-du-Maroni, la Cité du ministère de la Justice a bénéficié d’un refinancement important dans le cadre de la loi de finances initiale pour l’année 2023. 188 M€ supplémentaires sont ainsi consacrés à l’absorption des différents surcoûts pour permettre la livraison en 2027 du nouvel ensemble comprenant un établissement pénitentiaire de 495 places, un tribunal judiciaire de plein exercice et des locaux pour les activités de protection judiciaire de la jeunesse ainsi que d’insertion et de probation. Une cellule socio-économique, présidée par le sous-préfet de Saint-Laurent du Maroni, s’assure que le projet bénéficie pleinement au tissu socio-économique de l’ouest guyanais.

Pour le préfet de la région Guyane, Thierry QUEFFELEC : « Le Volet Justice du Plan d’Urgence pour la Guyane connaît aujourd’hui une forte accélération. Avec plus de 294 M€ d’ores et déjà consacrés à ce volet et 188 M€ supplémentaires accordés par le législateur, l’État réalise ici un investissement massif pour être au rendez-vous de 2027. La création de ces infrastructures qui seront au plus haut niveau de l’art apportera aux Guyanais un service public de la Justice à la hauteur des enjeux du territoire. »

The Cité Judiciaire de Cayenne, the creation of a High Court and a prison establishment in Saint-Laurent du Maroni, three key commitments of the Emergency Plan for Guyana (PUG) of April 2017, are materializing.

On March 20, 2023, the Deputy Director General and the teams of the Public Agency for Justice Real Estate (APIJ) met with the Prefect of Guyana and the Secretary General of State Services, in the presence of the coordinator of the General Secretariat of the Ministry of Justice in Guyana, for an update on the major real estate projects currently being rolled out. This visit is fully in line with the dynamic launched by the visit of the Keeper of the Seals which took place in French Guiana in December 2022, with the Minister of the Interior and Overseas Territories and the Minister in charge of customs.

A specific point was made on the progress of two Cité Judiciaire projects in Cayenne and Saint-Laurent du Maroni, for the benefit of the safety of Guyanese:

In Cayenne, a competitive dialogue has been initiated to designate the consortium that will design, build and maintain the new Cité Judiciaire. This will include the courts of first instance, a silo of judicial archives and the administrative tribunal. In the course of 2023, a public inquiry will allow the population to express their views on the declaration of general interest of the project, which will also make it possible to make the planning documents compatible. The Cité Judiciaire de Cayenne will be delivered in 2027.
In Saint-Laurent-du-Maroni, the City of the Ministry of Justice has benefited from significant refinancing as part of the initial finance law for the year 2023 An additional €188 million is thus allocated to absorbing the various additional costs to enable the delivery in 2027 of the new complex comprising a prison establishment with 495 places, a full-fledged judicial court and premises for judicial protection activities for young people. as well as integration and probation. A socio-economic unit, chaired by the sub-prefect of Saint-Laurent du Maroni, ensures that the project fully benefits the socio-economic fabric of western French Guiana.

For the Prefect of the French Guiana region, Thierry QUEFFELEC: « The Justice Component of the Emergency Plan for French Guiana is currently experiencing a sharp acceleration. With more than €294 million already devoted to this component and an additional €188 million granted by the legislator, the State is making a massive investment here to be ready for 2027. The creation of these infrastructures which will be at the highest level of art will provide Guyanese with a public service of justice commensurate with the challenges of the territory. »
